A MAN accused of helping to plan the alleged tinnie terrorists trip to fight with Islamic State has been refused bail for a third time.

Murat Kaya, 25, has been locked up in a protective prison unit since he was arrested and charged with preparing to enter a foreign country with the intention of engaging in hostilities in May last year.

The young father of one said he would be prepared to wear an ankle bracelet if released to live with his family.

He even offered a $300,000 surety.

But Magistrate Charlie Rozencwajg denied him bail, saying he had not proven exceptional circumstances for his release.

It comes after two failed attempts to be freed in the Melbourne Magistrates’ Court and Supreme Court last year.

Police allege Mr Kaya, a tiler, played an integral role in the plan by sourcing the boat for the five men to use on their mission.

He and a co-accused drove to Bendigo on May 5 last year to view the boat, which was purchased the next day, police said.

Earlier, in February, he had also allegedly gone to Darwin to purchase another possible boat for the venture, but discovered on arrival it would not be suitable.

The five co-accused were arrested near Cairns before they could launch their plan to flee Australia and join IS terrorists in Syria or Iraq.

The court heard Mr Kaya attended the men’s farewell BBQ but never drove from Melbourne to far north Queensland with the co-accused.

Details of a previous failed attempt for him to leave the country were also aired.

In February 2015, Mr Kaya had allegedly tried to leave to Turkey but was stopped by authorities and had his passport seized.

His lawyer had tried to argue he should be released as he was effectively in isolation in a protection unit in prison because of the terrorism nature of the alleged offending.

He also said the prosecution’s case had weakened with evidence from the man selling the boat amended that he didn’t positively identify Kaya from photos.

Police are relying solely on circumstantial evidence, including phone pings and intercepts, in their case against Mr Kaya, the court heard.

Prosecution had vehemently opposed his release back into the community.

A trial date has been set for October 23.
