The man handed himself into police on Tuesday morning and was bailed with strict licence restrictions to appear in Melbourne Magistrates’ Court at a later date.
His car was also impounded.

Victim Necip Tali, 32, said on Monday that seconds felt like minutes as he held onto the car for dear life.

“He started to do a burn out sideways. It was either get hit by the side of the car or go toward the bonnet.

“I held on and he was screaming ‘get off, get off’. He swerved right and I slid off onto the ground. The whole time I was thinking hold on, survive,” Mr Tali claimed.

Police said the event was held at a drive-in cinema in Coburg North and the incident happened as vehicles were being ushered from the venue at 4pm on Saturday.

Mr Tali tried to confront the driver but was struck by the car and carried a short distance.

Earlier, shocking footage emerged showing the driver of the blue Commodore doing a low-speed burnout before allegedly deliberately swerving back and forth to throw Mr Tali off his car.

Mr Tali said a mate of the driver then pulled up and yelled “f---ing hero” before driving away on Newlands Rd.

The driver fled the scene and was last seen driving south along Murray Rd.

The Roxburgh Park man suffered grazing to his leg and arm.

He said he’s lucky he wasn’t more seriously injured.

“I’ll survive,” he said.

The shocking incident occurred outside the family-friendly Downshift Melbourne car meet, a “chilled afternoon” of “tunes, food, rad cars”.

Mr Tali said the event was held about three times a year and never attracts hoons.

Organisers warned attendees against reckless driving on the event’s Facebook page.

“Please come and go in a quiet fashion,” it read.

“Absolutely under no circumstances skid to leave.”
