New owners request more time over Cedar Rd development plan at Palm Cove with high-rise
Land at the newly-christened Beach Haven at a blue ribbon northern beaches spot is selling fast and plans for a high-rise hotel are still alive but the development isn’t proceeding without some criticism.

THE new mystery owners of a controversial northern beaches development have applied for an extension of time on an application for a resort with an eight-storey building of at least 28.6m height.
The 3.56ha parcel of land at Cedar Rd, Palm Cove, changed hands for an undisclosed sum in May this year and the new owners are fast-tracking the development of 34 residential lots at a site they’ve called Beach Haven.
But whether the resort complex will be approved by Cairns Regional Council is yet to be determined.
The original application lodged in 2017 sought approval for the residential precinct as well as a resort complex with an eight-storey building with 120 rooms, restaurants, cafes and function rooms, 17 two-bedroom villa units, in five two-storey buildings, and 42 apartments in seven three storey-buildings three storeys in height.
Council has granted nine extensions of time including the latest, to January 16, 2023.
Council requested more information in 2020 and the developer is yet to respond.
Six of 16 lots in stage one have sold and the land is now being marketed by LJ Hooker Port Douglas.
Stage 2 of the 34-lot development comprises 18 residential lots and two parks.
The land sold for just $174,000 in May 1981 but is choice real estate now, close to the beach in a suburb that has experienced a whopping 73 per cent increase in the median house price in three years, to $970,000.
Over the years the project has attracted plenty of opposition.
Cedar Rd resident Janice Hamilton said “perhaps some fresh eyes could sort this mess out” while Helen Fielder lamented the loss of trees.
Colin Hardiman said “beautiful Palm Cove is fast heading toward being the Gold Coast”.
Tourist Belinda Fennick said she would not return if the development went ahead.
