Shocking footage showed a woman walking down the street with a green tote bag that later was discovered to have a baby inside.

Delfina Galvez, 26, turned herself into the New York Police Department after the footage was circulated by police on social media.

The little girl was found inside a bag after a person heard her crying on the rain-soaked footpath on Sunday at 6am in the Bronx. The person then called the police.

Ms Galvez has been charged with reckless endangerment and child abandonment.

Mamadou Hafiz Jallow was at his mosque down the street when he got the call from his neighbour about the child.

“My next door neighbour called me. He lives in this house here. He said, ‘Jallow there’s a baby crying at your door’,” he toldCBS New York.

“They know me as an imam. I lead the prayers in this masjid for three years now. That may be the reason [the child was left here], but to be honest with you I don’t know.”

One person told FOX 5 NY that it was a “very disturbing” thing for the neighbourhood.

The little girl was taken to Jacobi Medical Centre. She’s in a stable condition and expected to make a full recovery.

New York state has laws that allow a parent to abandon a child less than 30 days old anonymously and without fear of prosecution. However, the baby but be abandoned in a safe manner. Babies can be taken to police precincts, hospitals and fire stations. People aren’t required to leave their name.

For an infant older than 30 days, parents can contact Administration for Children’s Services to discuss giving up their parental rights.

Ms Galvez is expected to be arraigned on Tuesday local time.
