Vishnu Vikraman fronts court over vile child abuse material
A Department of Education pedo engaged in rampant abuse of children, exchanging sickening messages with young girls about what he wanted to do.

A Department of Education employee busted with nearly 4000 horrific child abuse material images who sent sickening messages to with under-aged girls has been sentenced to at least six years and six months’ imprisonment.
Vishnu Palliyali Vikraman, 25, appeared for sentencing in the County Court on Tuesday after pleading guilty to eight charges of possession and transmission of child abuse material and grooming a person under 16.
He was working as a project officer at the Department of Education at the time of the offending.
Judge Fiona Todd said Vikraman continued his offending despite being bailed on charges of possessing and transmitting child abuse material in December 2022.
He was arrested and charged a second time in March 2024. Judge Todd said she would not read the horrific details of his offending that included him directing a girl aged between 13 and 16 self harm for him and to masturbate while viewing child abuse material.
Vikraman communicated with the girl over two-and-a-half years, told her he loved her and sent nude images of himself.
When she stopped messaging him because she was upset, he told her that he knew she would “come crawling back” to him.
In another chat with a 16-year-old girl from the US, both fantasised raping newborns in a hospital nursery as well as exchanged child abuse material.
Vikraman also communicated with and formed a romantic relationship with a 17-year-old girl from the Philippines who called him “Pedo daddy”. He told her that he wanted to sexually assault girls as young as three or four and both exchanged pictures of their genitals.
“The contents of the child abuse images are quite frankly horrific and are over 20 hours long. Your offending is extremely serious, not just the sexual urges but the intimate connection with your victims,” the Judge said.
Vikraman was arrested at his parents’ home in Cranbourne North on December 21, 2022 and told police he sought out people interested in “misogyny” so they could fantasise about raping their daughters”.
He said he never actively sought, requested or sent child abuse material online but only looked at it out of “morbid curiosity”.
Vikraman received a maximum sentence of 10 years.
A Department of Education spokesman said Vikraman did “not work in a schools setting and had no contact ... with students while working for the Department.”
“Our top priority is the safety and wellbeing of students,” he said.
