Owners appeal to VCAT to allow owner-occupiers at Frankston’s notorious Ambassador complex

A DISPUTE over whether owner-occupiers should be able to live at Frankston’s notorious Ambassador complex is headed to the planning tribunal.

A DISPUTE over whether owner-occupiers should be able to live at Frankston’s notorious Ambassador complex is headed to the planning tribunal.

David Warne, who owns 14 units, has appealed to the tribunal against Frankston Council’s refusal to ditch a provision preventing owner occupiers living there.

Mr Warne and supporters argue the provision was the “primary cause” of ongoing anti social problems at the site.

They argue that owner occupiers will a create “better balance” with occupants taking pride the units and reporting bad behaviour.

In April a man was stabbed in the back at the complex during an argument; on October 16 last year a man wielding a chainsaw cut through a door and destroyed furniture; and in December a 38-year-old man suffered cuts and bruises after he was assaulted by two men armed with bolt cutters.

Under the contentious provision — imposed by the Victorian Civil and Administrative Tribunal more than a decade ago — former motel units at the Ambassador cannot be used as a “principal place of residence”.

Councillors maintain the units were never designed for permanent residents.

The condition was imposed to ensure the site remained available as low cost housing for vulnerable residents.
