Frankston Magistrates’ Court: Jeffrey Allan barred from all Victorian beaches after sex acts

A sex pest with a history of vile offending at popular beaches begged not to be banned from his favourite foreshore because his dad’s ashes were scattered there.

A serial sex pest has been banned from every beach in Victoria — unless he is with his mum — after he committed a string of vile acts at some of Melbourne’s most popular beaches.

Jeffrey Allen, 48, fronted Frankston Magistrates’ Court on Wednesday where he pleaded guilty to multiple charges including exposing his genitalia in public and performing sexual acts where other people could see.

Allen turned what should have been a place of remembrance — his father’s ashes were scattered in the water off Mornington — into his own seedy playground.

The court heard Allen, who has a grubby history of committing indecent acts in public, jumped from the bushes at the Seaford Foreshore with his shorts around his thighs, exposing his erect penis towards a woman.

He then said to the victim, “sorry sweetheart”.

Court documents also revealed Allen “flopped” his penis into his hands while making eye contact with the group of women at Mount Martha South Beach in January this year.

However, Allen’s lewd behaviour was not limited to the beach.

In April last year, Allen touched himself in the car park of a 7-Eleven in Frankston, making a woman feel “frightened” and “uncomfortable”.

When police asked Allen why he had been at the 7-Eleven he told them he had been there to ask if they “had hotdogs”.

Allen also pleaded guilty to theft charges.

In January this year Allen pinched a package from Pack and Send in Mornington which contained various personal items including a pair of cufflinks valued at $12,000.

In December 2022 Allen burgled a home in Mount Eliza by forcing open a bathroom window.

In the burglary Allen took $5000 worth of property but left some of it behind, buried in the victims garden.

In court Allen’s defence asked Magistrate Charles Tan not to hit him with a prohibition order that would see Allen banned from attending any beach in Victoria for the next five years unless in the company of his mother because his father’s ashes had been scattered off the Mornington pier and he enjoyed fishing.

“The beach holds sentimental value to my client,” his defence said.

But Mr Tan said Allen didn’t have to go to the beach to fish.

“You can fish at a river or a creek,” he said.

Allen was sentenced to 10 months’ jail and upon release will be subject to an 18-month community corrections order in which he will have to complete 120 hours of community work.

He will also be required to register as a sex offender for life.
