Frankston childcare: Dodgy Frankston North, Seaford centres exposed in State Government review

Shocking safety failures at Victorian childcare centres have been exposed, with a number of Frankston locations making the list.

More than 230 childcare providers across the state were closed or issued with serious safety notices by the state government from 2018 to 2020, including more than 110 family day care centres found to have an “unacceptable risk to the safety, health and wellbeing of children”.

More than one Victorian childcare provider a week is shut down or censured for serious failings in their care of children.

Children have escaped from childcare, been disciplined inappropriately, denied their dignity, cared for by criminals, housed in unsafe premises and exposed to harm.

The five Frankston locations listed were Colour Our World Family Day Care Frankston, Elysium OSHC Seaford, Elysium OSHC Frankston North, Helping Hands Family Day Care Carrum Downs and Lots of Cuddles Childcare Langwarrin.

Helping Hands Family Day Care Carrum Downs came under fire last year following the cancellation of the centre’s provider, because the person in charge of the centre did not have authority of the centre.

The centre may have be taken over by someone else or it may have closed as a result, as the provider is not deemed to be a fit and proper person and there is an unacceptable risk to the health, safety and wellbeing of children.

The two Elysium OSHC locations were also pinged last year due to a variation of conditions, including operation of service without responsible person present, protection of children from harm and hazards and failure to ensure the relevant number of educators educating and caring for children and qualification requirements.

Lots of Cuddles Childcare Langwarrin and Colour our World Family Day Care Frankston were both listed for cancellation of provider in 2019 and 2018 respectively.

Community Childcare Association executive director Julie Price said it was hard for parents to choose quality care.

“Parents need to ask who owns the service and how it is run,” she said.

“Many private centres make profits that do not go back into improving the quality of care.”
