The winners of the Bayside City Council election have been named.

Bayside has seven wards with one councillor in each ward. We’ve marked your elected officials from the candidates below.

Beckett Ward

Jess Clark

Beaumaris local Jess Clark is running in the upcoming election.

“Three key issues impacting Bayside are the need for greater investment in community facilities, increased funding for services for our aging population, and initiatives to support our local Bayside businesses,” Ms Clark said.

She is not a member of a political party, but helped to hand out election material for the Liberal Party at a recent election.

Beaumaris local Chris Sutton is listed as a candidate for Beckett Ward.

He listed his three key issues as control of council expenditure, support for the wellbeing of the elderly and young, and protecting the local environment.

Bleazby Ward

Lifelong local resident, Jenson Galvin is running as a candidate in the upcoming election.

“Our community in Bayside is like nowhere else in the world - we are a happy bunch, always happy to say hello - and, as I have learnt, happy to support genuine community candidates,” Mr Galvin said.

“I am standing for everyone in our community, as we all have a relationship with our local council, and I seek to be the approachable, welcoming and warm candidate our community has longed for over many years.”

Mr Galvin said three of the key issues facing Bayside were rates, irresponsible development and increased crime.

He is a member of the Liberal Party but is running as an independent in the upcoming election.

John Rundell

He has never been a member of a political party.

“I do not believe that politics should drive councillors conduct and divisive party rivalry has no place in our Bayside Council chambers,” he said.

Mr Rundell listed his three key issues at crime, completion of planned capital works such as the Brighton East warm water hydrotherapy pool and services for residents.

Boyd Ward

“A lifetime local resident, I have a strong commitment to inclusion and social justice,” Ms Barca said.

“I have been actively engaged in community. My involvement has included volunteer activities such as: kindergartens, schools and sporting club committee participation and Hampton Rotary.”

She listed her key issues has having a council that lives locally and represents the local community, managing the core business of council, and managing the government’s proposed development and density expectations.

Ms Barca has worked as a social worker and held leadership positions in not-for-profit organisations.

Kylie McIntosh - ELECTED

Third-generation Bayside local Kylie McIntosh is running to represent Boyd Ward.

She said the three key issues facing Bayside were community health and wellbeing, environmental sustainability and protecting Bayside’s character through appropriate urban development.

Ms McIntosh is a pharmacist who is passionate about health, wellbeing and the environment.

“I am committed to protect our beautiful beaches, playgrounds and parks, including secure dog off leash areas, and access to these for residents of all ages and abilities,” she said.

“I am keen to see the provision of aged care services continue ... alongside high quality maternal and child health care programs and youth programs.”

Fiona Stitfold

Bayside Mayor Fiona Stitfold is running for re-election.

Ms Stitfold listed three key issues impacting Bayside as: “The need to advocate for considered, orderly and proper planning; good governance, strategic direction and participative democracy; and protecting our health and safety through caring for the bay, foreshore and green spaces”.

Ms Stitfold served overseas as a program manager for United Nations volunteers in peacekeeping missions for more than 20 years.

She also studied environment, development and peace at the United Nations mandated University for Peace.

She has never been part of a political party and has served on Bayside Council from 2020 until this year.

Faiza Nouman

Small business owner and mother-of-two Faiza Nouman is running as a Boyd Ward candidate.

She listed three of the key issues impacting Bayside as parking and accessibility, suburban rail loop concerns, and rates plus cost of living.

“I have lived and worked in Bayside for nearly 20 years and am deeply connected to the community through my family, friends and local business,” she said.

Ms Nouman is the owner of Sandy Express Station Cafe, a banker at ANZ and a career consultant.

David Williams

Castlefield Ward

Brighton local Penelope Hansen is running to represent Castlefield Ward.

Her key issues are crime and community safety, improving roads and footpaths, and inappropriate development.

“We love our Bayside lifestyle and want to protect it!,” she said.

Ms Hansen said she joined the Liberal Party two years ago.

She does not live in Castlefield Ward but says she has family and friends who lived there.

The key issues she is campaigning on are improving safety and security, cracking down on graffitti, growing local groups for children and the aged, improving community Christmas celebrations.

Elli Murray - ELECTED

Elli Murray is running as an independent.

She said the key issues facing Bayside were a lack of transparency and accountability, the failure to properly invest in local services, and amenities and a lack of support for local businesses and shopping strips.

“We need to ensure that development is responsible whilst preserving our beautiful Bayside character,” she said.

“Community groups and services for families and the elderly are critical to ensuring Bayside remains so attractive and liveable for us and our children.”

Tim Wood

Tim Wood is a candidate in the upcoming election.

Here’s how Mr Wood described three key issues facing Baysiders:

“1. Providing ‘the basics’. Roads / Rates and Rubbish are often cited as the core functions of the council – but ‘the basics’ includes a lot of other services and assets to be managed – traffic, trees, maternity services, libraries ...

“2. Financial Management and Safety / Security. Bayside’s coffers are overflowing in terms of surplus revenue and yet our rates are raised every year ...

“3. Community Representation and Engagement. I see a councillor’s job as to listen to their constituents ...”

Mr Wood is not affiliated with a political party and does not reside in Castlefield Ward, living instead in the nearby Dendy Ward.

Dendy Ward

“What I was passionate about over four years ago has significantly evolved,” Mr El Mouallem said.

“In this election, my focus is centred around the safety of our community, enhancing the presentation of our suburb, stopping rate increases, and opposing the purchase of carbon credits.”

He has not been a member of a political party or union.

He also lives and works within Dendy Ward and his family has operated a business on Church St, Brighton, for nearly 40 years.

Alex Nutman

Alex Nutman is running as an independent in the upcoming election.

A Brighton resident for the past 22 years, Mr Nutman said he decided to run because the issues he cared about were being under-represented.

He said the key issues facing Baysiders “go beyond roads, rates and rubbish”.

He listed some of these key issues as:

“Green spaces: Including expansion and upkeep of Bayside’s dog parks, sports grounds, shorefront, and tree coverage.

“Cost of living: In particular, a review of the council’s financial hardship policy for rates and ensuring quality, affordable aged care services and childcare are available to Baysiders.

“Crime: Primarily through advocacy to the Minister for Police, VicPol, and relevant state and federal members of parliament. Additionally, on the home front, helping residents and local businesses access resources to secure their assets and properties.”

Terence Scanlon

Terence Scanlon has lived in Bayside for over three decades.

Mr Scanlon said he had no political party affiliations or memberships and believed councillors should act on behalf of their community’s interests.

“I have never been a member of a political party or union and I been (sic) in businesses that deal directly with state and federal governments directly in the past in health and medical research,” he said.

Mr Scanlon said he does not want Bayside to “become another Box Hill with 6-12 storey developments”.

Natalie French

Local resident Natalie French said the three key issues she saw impacting Bayside ere community safety, local business support and the effective use of council funds.

“I have no political party affiliations or memberships. My focus is on fiscal responsibility, community wellbeing, and inclusivity, not political agendas or minority groups,” Ms French said.

She also described herself as “dedicated to advocating for our community, particularly for girl-friendly sporting facilities and enhancing public spaces.”.

Thomas Bartels

Fourth-generation Brighton resident Thomas Bartels has lived his entire life in Dendy Ward.

“Three issues I wish to tackle if elected are asset protection, increased community safety and improved fiscal management,” Mr Bartels said.

Mr Bartels is a member of the Victorian Liberal Party and is a Liberal delegate for the seat of Goldstein.

Joshua Goldstat

Here’s how Mr Goldstat described three of the key issues he is running on:

“Safety is paramount, and I am dedicated to ensuring that all initiatives enhance our community’s well-being, especially feeling safe in our own homes and neighbourhood,” he said.

“Upgrading existing sporting facilities for both male and female participation

“Preserving our unique open spaces and magnificent bayside coastline for the wider community to enjoy on a daily basis.”

Joanne Bryant

Joanne Bryant is vying to represent Dendy Ward.

Her Facebook page describes her as a board member, small business owner and proud local resident.

Laurence Evans, the current councillor for Ebden Ward and a retired architect, is standing for re-election as an independent government.

Here’s how Mr Evans described the key issues impacting Bayside:

“The assault on Local Government Planning as a Planning Authority by the State Government making the Suburban Rail Loop (SRL) the Planning Authority to introduce up to 18 and 10 storey buildings in Ivison Ward and up to six and seven storey buildings in my ward of Ebden in the Pennydale area,” he said.

“This absolutely does not have my support”.

He also expressed support for Bayside Council’s home care packages for seniors.

“The basics of local government still need to be attended to with more attention to providing funding for Bayside’s ageing infrastructure, whilst keeping to the State Government’s mandate of ‘Rate Capping’ to enable the aspirations of the community to be funded,” he added.

Mr Evans was a founding member of Fairway Bayside Aged Care Limited (FBACL).

He was first elected to council in 2012 and received an Order of Australia Medal for service to local government and to the community of Sandringham in 2019.

Ivison Ward

She does not live in Ivison Ward, residing in a neighbouring ward, but said Ivison deserved the greatest advocacy as it had been the most underfunded Bayside ward.

Here’s how Ms Regan described her top three issues:

“Ivison needs a fresh representative that advocates for transparency and accountability on Council. We need to support services in all parts of our community and prioritise Highett, Hampton East and Brighton East,” she said.

“Housing development plans. We need human-scale, sustainable developments that are sustainable and climate-appropriate, and respect local heritage.

“We need to grow active, green neighbourhoods. Highett has the lowest tree canopy of all Bayside suburbs. We need to cool our city by bolstering tree canopy.”

James Long

Former Bayside mayor James Long is running as an independent.

Mr Long, who received a national bravery award in 2000, said he had “a distaste for political party interference in local decision making”.

He described the three key issues impacting Bayside as roads, rates and planning.

“Recent state planning decisions are disturbing community stability,” Mr Long said.

Instead of doing nothing “It is better to light a candle than to curse the darkness.”

“... I will fight for a fair share of funding for our ward and defend our community from inefficient fiscal management without cuts to services.

“I will only support applications that respect our planning scheme, height limits, residential amenity, and neighbourhood character.”

Liam Kruger

Liam Kruger is running as a Victorian Socialists candidate in the upcoming election.

He said he would fight to put people before profit if elected to council.

Some of the issues he has listed as important include housing affordability, rent caps and fighting against climate inaction.

Andrew Hockley - ELECTED

Andrew Hockley is a candidate for Ivison Ward in the upcoming election.

He said he was standing because “Highett is the poor relation of Bayside”.

He claimed less money was spent on capital projects in Highett and Hampton East, and said Ivison Ward locals “deserve better”.

Brandon Hoult

Brandon Hoult has lived in Ivison Ward for over three decades.

He listed three of the key issues facing Bayside as Suburban Rail Loop and activity centre rezoning, cost of living, and crime.

He was previously a member of Sustainable Australia and ran as a candidate for Goldstein in the 2019 and 2022 federal election.

He stopped being a member of Sustainable Australia this year as he did not pay his membership.
