Serial woman-basher Troy Jenkins jailed for brutally raping and terrorising victim
An ex-Hazelwood power plant worker and Ararat footballer has been considered a “real risk” to the safety of women after he brutally raped a woman just weeks after being released from custody for bashing another woman.

A vile serial woman-bashing rapist who menaced and terrorised a victim just weeks after being released from custody attacked her again after being bailed, a court has heard.
Troy Jenkins, 41, was sentenced in the County Court on Thursday to a minimum seven years’ jail after pleading guilty to multiple charges including rape.
Jenkins, a father of a 14-year-old girl, brutally raped his victim after meeting her via a dating app, the court heard.
The court was told Jenkins, a former Hazelwood power station worker and Ararat footballer, accessed his victim’s social media accounts, searched her emails and called her at work and home.
Jenkins, who had “paranoid suspicions” the woman was sleeping with other men, also set up a tracking device on his victim’s phone.
The woman was so frightened of Jenkins that she organised a secret code to text friends if she thought her life was in danger.
In October 2017, Jenkins brutally raped the woman after he accused her of having sex with her boss, the court heard.
During the attack, Jenkins punched the woman eight times to the head, choked her and called her a “dog”, a “liar” and a “slut”.
Jenkins also threatened to cut the woman’s throat.
He then apologised and “begged” for another chance.
The victim reported Jenkins to police who arrested him but released him on bail.
Jenkins immediately stalked his victim, harassed her with text messages and went to her home and assaulted her again.
Jenkins – who also threatened to slash a police member’s throat – was on the street another week before he was arrested and remanded in custody.
He initially denied many charges and only pleaded guilty to offences of rape, making threats to kill and assault three days into a trial.
Jenkins stalled proceedings by refusing to appear at a change of plea hearing, dumping four sets of legal representatives and refusing to undergo a psychological assessment.
Jenkins eventually appeared unrepresented at last month’s plea hearing.
The woman, in her victim impact statement, said she was left shattered, unable to enjoy life, and unable to “appreciate my survival”.
“Your conduct did not indicate any willingness to facilitate the course of justice or show that you were at all remorseful for treating (the victim) in the way that you did,” Judge Michael O’Connell said.
“Indeed, (the victim) indicated in her victim impact statement that her recovery was made all the more difficult by these delays.
“In my view, the prosecution of this matter was conducted with conspicuous fairness and you were afforded every opportunity to avail yourself of representation and the opportunity to be heard.
“It is difficult not to conclude that you took advantage of those opportunities to frustrate and delay the process.”
The court heard Jenkins’ lengthy criminal history included indecently assaulting a woman at a pub, making threats to kill, and assaulting a former partner.
In July 2017, just weeks before the current offending, Jenkins was sentenced to time served – 169 days – after he bashed another former partner, smashed her phone and burned her belongings.
Jenkins was on a community correction order for those offences when he attacked his latest victim.
“The conduct involved in your stalking of (the victim), it was said, involved a high degree of premeditation, calculation and sophisticated use of surveillance techniques,” Judge O’Connell said.
Jenkins told the court he was “sorry” for his action and hoped to “coach children at Auskick” when released.
Judge O’Connell said Jenkin’s offending was “absolutely appalling”.
“It was calculated to terrorise her and it succeeded,” he said.
“You gained her trust … only to go on to degrade and demean her at the whim of your paranoid obsessions.
“Women who could potentially form an intimate relationship with you and, in that context, soon find themselves subject to physical, psychological and potentially sexual abuse.
“That has been the fate of at least three women with whom you have formed relationships with, for which you have been criminally prosecuted.
“There is in my view a real risk that could happen again.
“On that basis, I am satisfied beyond reasonable doubt that you pose a real risk to the sexual
safety of women.”
Jenkins – who had spent 892 days in custody – was jailed for a maximum nine years.
He was also made a registered sex offender for life.
