A father-of-three had admitted to pulling in to a suburban backstreet and masturbating in his parked car to calm his nerves after doing the school run.
Scott Kellar, 37, of Mill Park, faced the Heidelberg Magistrates’ Court by video phone on Tuesday.
Kellar, unemployed, pleaded guilty to indecency and driving charges stemming from two separate reports of him performing solo sex acts in his parked car, once while it was unregistered and after his license had expired.
Appearing in court from a parked car, Kellar admitted to being naked from the waist down in his Kia Carnaval on the afternoon of April 24, 2020, and fondling himself in clear view of a passer-by in Chestnut Rd, Mill Park.
Police prosecutor Leading Senior Constable Bree Unthank told the court it was a clear sunny day and Kellar’s untinted windows gave the victim a full-frontal view of the sex act.
She said the witness was shocked, and yelled out “what the f**k” before taking a photo of Kellar on her mobile phone.
Kellar sped off, and the victim later told her mother what had happened.
In November, Kellar was in Delaware St, Reservoir, when he pulled over near his second victim and again began masturbating, this time staring directly at her.
The second victim noticed he was naked from the waist down and had an erect penis.
She then screamed, and Kellar sped off.
Just over a week later, the second victim saw Kellar driving in the area, recognised the car and took a photo of it, which she took to police.
When first confronted by investigators, Kellar spun a story in which he firmly denied committing the lewd act.
He said he had been driving through Reservoir after dropping his son off at school, had an onset of anxiety and had nervously vomited on his pants, so pulled over to get changed.
“I wasn’t masturbating at all,” Kellar falsely told police.
He said he “maybe” had his pants down and might have been wiping some vomit off his legs.
In court on Tuesday, Kellar’s lawyer, Joseph Kikonyogo, said his client had three children, no criminal history and had until recently worked as a baggage handler.
Police have applied for him to be registered as a sex offender for eight years.
Magistrate Therese McCarthy will sentence Kellar in October.
