Moreland Council wants to be carbon-free by 2040.
To achieve its ambitious target, the city will adopt a zero carbon action plan from next year and aim to double its solar power capacity from 22MW to 44MW.
It will also work to reduce the number of residents relying on fossil fuels by encouraging the uptake of electric vehicles.
Council community surveys show 80 per cent of residents support the plan.
Moreland Mayor Lambros Tapinos said the council hoped to be powered by 100 per cent renewable energy, travelling by active or zero emissions transport and establishing a circular economy with zero waste by 2040.
