Southern Football Netball League clubs will have seven options to select from when voting how Narre Warren and Berwick Springs will shape the competition in 2025.
The league presented to clubs on Monday night to propose the potential structures.
The Outer East league still needs to release both Narre Warren and Berwick Springs but that is set to be confirmed later this week.
The options ranged from double relegation, no promotion to even a 12-team Division 1.
The SFNL said it had watched Narre Warren and Berwick Springs’ games this year and saw the Magpies as a Division 1 club and the Titans either Division 2 or 3.
Every option the league offered had Narre Warren in Division 1 while Berwick Springs’ position varied.
“Based on where those clubs are situated and the strengths of both clubs, it’s full on out that way,” Southern league CEO Lee Hartman said.
“We think they’d (Narre Warren) be a competitive Division 1 club and it would be unfair on our Division 2 clubs to put them in Division 2 to sail through.
“We’ve made it no secret that we want four divisions of 10 so we can get greater depth around the competition.
“Currently we have around 70 per cent of competitive teams in each of the four divisions, so moving some around and some new ones coming in obviously helps that position.
“It’s great to get two more senior clubs should they be released (from Outer East) … we will see what the future holds.”
Each club was asked to promptly send back its vote for the board to discuss next week.
The ladder leaders and bottom one or two sides were used as the examples of teams to be relegated or promoted.
