Parking fines: Elsternwick clearway rakes in $6000 a month

A “SNEAKY” clearway in Elsternwick only 130m long has raked in almost $50,000 in fines this year, despite only closing for 90 minutes a day.

The tiny stretch on Glen Eira Rd between Orrong Rd and Somerset St has stung 299 motorists since January and boosted Glen Eira Council’s coffers by $47,655.

The road becomes a No Stopping zone between 7.30am to 9am Monday to Friday to make way for peak-hour traffic, but long-time resident Anne Livnat said the sign was “confusing and sneaky”.

The 65-year-old is furious after being pinged $150 for parking in that clearway, and another on Glenhuntly Rd — which she says was due to “intentionally” poor signage.

“They’re spinning huge amounts of money,” Ms Livnat said.

“Especially for us older people who are not aware of these things.

“The notices are small and tacked on to the top of the existing parking signs … and the council has cars which drive past in the mornings and photograph people who don’t realise a change has been made to the parking conditions.”

Glen Eira Council made $7.83 million in fines last financial year, largely made up of parking enforcement around construction sites.

Planning and place director Ron Torres said the clearways on Glen Eira Rd had been in force for more than decade and the council had installed a new sign and relocated another to ensure drivers were aware of the restrictions.

Another clearway between Orrong Rd and Downshire St closed between 7am to 9am had raked in $5732.

“It is common for these types of restrictions to be put near the intersection of main roads which have more traffic trying to get through or turn at the intersection during peak hours,” Mr Torres said.

“They help maintain safety and keep traffic flowing by increasing the capacity of the traffic lanes during the peak periods, especially the shared kerbside parking and traffic lane.”
