The former Royal District Nursing Service office in St Kilda is being transformed into a retirement living complex.
The Europa, on Alma Rd, will be home to about 120 premium apartments over five storeys and managed by Bolton Clarke.
Property development and asset management general manager James Mantis said AMP Group had been chosen to deliver the project, with architecture and interiors by dwp (design worldwide partnership).
The complex will include an internal garden courtyard, a sky terrace with views over the neighbourhood and a provedore-style cafe at street level, which will be open to the public.

Mr Mantis said the location, near Alma Park, offered the “best of urban and bayside living”.
“Savvy purchasers know that the St Kilda market is a great investment, plus there’s no stamp duty, no council rates and fixed service fees for life, making buying in to the development now a very enticing proposition,” he said.
Apartments, which start at $480,000, will be ready to move into by spring 2021.
