A proposed $80 million mega development adjacent to Malvern train station would be a “blight” on the streetscape and create a “ghetto”, residents warn.
Documents submitted to Stonnington Council by Contour Town Planners on behalf of Malvern Development Partnership Pty Ltd reveal the developer’s plan to build two 10 and 17 storey towers at 641-675 Dandenong Rd, Malvern.

The towers would include office, retail and residential space, and sit on top of five levels of basement parking.
Angel Tavern would be retained, and a post on Kokoda Property’s website in July last year noted the developer paid more than $40 million for the site and six adjoining properties.
More than 70 objections against the development, dubbed Malvern Collective, are listed on the council’s website.
Submitter Karl Habres argued the project would be a “blight on the landscape”.
Sallyanne Craig said it would create “a shadowed windy ghetto” at street level, and John McCaffrey said it exceeded the council’s preferred height restrictions for the area.
Denis McKenzie feared the development would exasperate traffic issues in the area, while Chantelle Herzog said the towers’ height would “set a new standard” for Malvern.
Preferred building heights for the land range from six to 10 storeys.
Stonnington Council chief executive Warren Roberts said officers were assessing the application along with public feedback.
Any decision would take into consideration council’s planning legislation relevant to the area, he said, which included guidelines on height, overshadowing, amenity and traffic issues.
Contour Town Planners, the developer’s preferred contact for the project, did not respond to Leader’s request for comment.
