A former ‘Village of the Damned’ pedo has been locked up again after he was exposed filming kids in Bendigo and trying to get sex dolls based on their photos.

A former resident of the ‘Village of the Damned’ has been jailed after taking pictures of Bendigo kids and trying to have child sex dolls made of them.

Phillip Crosley Howie, 60, was jailed for 20 months at Bendigo Magistrates’ Court for producing and distributing child abuse material after he was busted stalking and filming kids since at least June 2023 after he moved to Bendigo from Corella Place in Ararat, known colloquially as the Village of the Damned.

Police revealed the pedo had been covertly filming and photographing kids since at least June 2023.

Howie took multiple photos of prepubescent children at the Bendigo Show Grounds, in a medical clinic waiting room and Lansell Square in Kangaroo Flat.

The court heard Howie tried to have a child sex doll made of a teen girl he photographed.

During the raid on the pedo’s house, police uncovered sexualised messages discussing or transmitting child abuse material on multiple Facebook Messenger accounts where Howie either posed as a child, or as the guardian of a young child.

The court heard Howie participated in an online pedophile group on Facebook where he spoke to other pedos about kidnapping and sexually abusing children in the Bendigo area.

The court heard Howie had been released to Corella Place after a nine year jail sentence for the kidnapping and sexual abuse of a child under 16 – a crime which landed him on the sex offenders registry for life.

After finishing his time in the Village of the Damned in 2019 the grub moved back into society where he was then convicted of loitering outside a school.

A psychological assessment found Howie had “limited insight” into his actions and he had “minimised” his offending, with the report ultimately finding he was a “high risk” of sexual reoffending.

Howie, through his legal aid lawyer, told the court he was “keen and committed” to complying with a community corrections order, claiming he would only one mobile phone with no internet access if released.

Magistrate Trieu Huynh found Howie to be remoresless for his “vile” offending.

“Your actions and malicious intent were borne out by your conversations with other like-minded deviant individuals,” Mr Huynh said.

Howie was jailed for 20 months, with 328 days already served in pre-sentence detention.

When he is released in about eight months he will commence a two year community corrections order.
