What restrictions changed in Victoria overnight?
For Victorians aged 12 and over who are fully vaccinated, no gathering limits, capacity or density limits will apply. Vaccination requirements will remain, including for non-essential retail.
Where do I have to wear a mask?
Masks will continue to be required in retail until December 15.
Masks will still be required for primary school staff and visitors and for students in years 3 to 6, for workers serving the public at hospitality venues, for workers and customers at indoor retail, for visitors and select workers in hospitals or care facilities, and for people using public transport, taxi/rideshare and planes and anywhere it is difficult to maintain social distance.
How many visitors can gather in my home?
There will be no limits to the number of people who can gather in the home and outdoors.
Can I go back to the office?
Fully vaccinated people can return to on-site work.
Am I allowed to dine in a restaurant or go shopping?
Hospitality, retail and entertainment venues, including restaurants, cinemas and nightclubs, will be allowed to operate with no density limits. You must be fully vaccinated to attend these venues. Masks will be required for indoor retail. Essential retail, including supermarkets, chemists and bottle shops, will remain open for the unvaccinated.
Will dancefloors reopen?
All dancefloors, including at weddings, nightclubs and other indoor venues, will reopen for the fully vaccinated.
Can I go to a festival, concert or major event?
All indoor and outdoor events with fewer than 30,000 fully vaccinated attendees will be able to proceed with no special approval and outdoor events with 30,000 or more will only need to publish their Covid-Safe plan.
Major events, such as the Boxing Day Test and the Australian Open, will be able to proceed at full capacity — subject to the approval of the MCG and Melbourne Park’s Covid-Safe plan.
Can I have a wedding or funeral?
Weddings and funerals can go ahead, without density limits, for the fully vaccinated.
Do I have to quarantine if I am a close contact?
From midnight, those who come into contact with a confirmed positive case outside their home won’t have to self-quarantine, but will be required to get a standard PCR test and isolate until they get a negative result.
How long will I have to spend in quarantine if I test positive?
The time in quarantine for a Covid-positive case will be reduced to 10 days. Household contacts who have had more than four hours of contact with a case inside a household must isolate for seven days if fully vaccinated, or 14 days if not vaccinated. They will be required to get a PCR test on day 0 and another test for release.
Children under 12 who are deemed household contacts will be treated as if they are fully vaccinated, provided their entire household is double jabbed.
Can I travel interstate without having to quarantine?
There will be no restrictions on interstate travel but rules apply for Victorians in some states.
INTERSTATE TRAVEL RULES FOR VICTORIANS
Queensland: Victorians will be able to travel to the Sunshine State without quarantining when Queensland achieves 80 per cent double vaccination, which will likely be on December 17. You must be fully vaccinated and return a negative test within 72 hours of travel to enter the state.
South Australia: Fully vaccinated Victorians can travel to South Australia from November 23 without having to undergo quarantine.
Tasmania: Victorians can travel to Tasmania without quarantining when the state reaches its 90 per cent double vaccination target, which is expected to be on December 15. You must be fully vaccinated and return a negative test within 72 hours of travel to enter the state.
New South Wales: Fully vaccinated Victorians can undergo quarantine-free travel to NSW provided they have not been to an exposure site. If you have been to an affected area or area of concern, you will have to fill out a declaration form and may be forced to isolate.
ACT: Fully vaccinated travellers are allowed into the ACT but must complete an exemption form within 72 hours of arrival.
Northern Territory: Victorians are banned from entering the Northern Territory.
Western Australia: Victorians will have to undergo quarantine at a government-approved facility if they wish to travel to WA.
RULE CHANGES FOR THE UNVACCINATED
I’m not fully vaccinated. What are the rules for me?
If you are not fully vaccinated, you are still allowed to attend a private or public gathering, but it is strongly recommended that you be vaccinated.
You may attend a wedding or funeral of fewer than 30 people if vaccination status is not being checked.
You are also allowed to participate in and watch community sport.
However, unvaccinated Victorians will be locked out from most major events and indoor venues.
Unvaccinated Victorians are banned from:
• All hospitality and entertainment venues, including restaurants, cafes, cinemas, casinos and nightclubs
• Non-essential retail, including department stores
• Major events, such as festivals and concerts
• Major sporting events, such as the Boxing Day Test
• Hairdressing, beauty and personal care
• Physical recreation and sporting facilities, including gyms, swimming pools and saunas
• Creative and community facilities, such as a library
• Leisure venues, such as amusement parks, escape rooms, arcades, electronic gaming and bingo centres
• Religious gatherings, weddings and funerals (unless there are fewer than 30 people)
• Real estate inspections and auctions (unless organised by private appointment, single household only)
• Brothels and sexually explicit venues
• Tours and tour transport, such as a tour bus or walking tour
• On-site learning (adult education)
• Returning to the office or on-site work
• Travelling interstate without having to quarantine
I’m not fully vaccinated. Can I still go to the supermarket or the chemist?
Unvaccinated Victorians are still allowed to enter essential retail venues, such as a supermarket, bottle shop and pharmacy.
From midnight on Thursday, November 18, unvaccinated Victorians will be barred from all other non-essential retail.
I’m not fully vaccinated. Can I attend a religious gathering, wedding or funeral?
Unvaccinated Victorians can attend a religious gathering, wedding or funeral if there are fewer than 30 people in attendance and vaccination status isn’t being checked, but density limits of 1 person per 4 sqm apply.
I’m not fully vaccinated. Can I go to the gym or play community sport?
Unvaccinated Victorians are allowed to participate in community sport and exercise in a public space, such as a park, but cannot use sporting facilities, including gyms or swimming pools.
