Third step – From October 26, subject to public health advice and if statewide daily average is less than five new cases, and less than five cases from unknown sources over the previous 14 days statewide

Last step – From November 23, subject to public health advice and if no new cases from previous 14 days’

COVID-normal – Starts when no new cases occur for 28 days, plus no active cases statewide, and no outbreaks of concern in other states and territories
