Jesse Terrence Cadman charged with 13 offences over bizarre alleged spree in Labrador

A man has been charged with 13 offences over a bizarre spree that allegedly included him claiming to be a police officer and emerging from a garden storage container ‘like a jack in a box’.

A man has been charged with 13 offences over a bizarre 45 minutes in which he allegedly tried to steal a bag at a child’s soccer game, claimed to be a police officer and was emerged “like a jack in a box” from a garden storage container.

Jesse Terrence Cadman, 35, fronted Southport Magistrates Court on Monday on charges including trespassing, attempted robbery, impersonating a public official, attempted unlawful use of a motor vehicle, stealing, common assault, obstruct police and serious assault of police.

Police will allege the incidents began when Cadman approached a man watching his child play soccer at Musgrave Ave in Labrador at about 9.15am on Saturday morning.

“It all kickstarted with a gentleman watching his child play soccer,” Superintendent Peter Miles said. “He was approached by a male who allegedly tried to steal his bag. He told him to, basically, get away.

“He’s then walked over towards where that man’s vehicle was. The owner of the vehicle’s gone back to the car. He’s allegedly tried to rob him of that vehicle and made threats towards him that he didn’t want to harm him but he would if he didn’t give him the car.

“The owner of the vehicle has said, ‘I’m calling the police’. He’s then allegedly turned around and said, ‘I am the police’.”

Cadman then left the scene, allegedly next turning up at the front of a property a short distance away where he attempted to steal a motorbike.

After being chased away from that address he allegedly made his way to another property where he stole clothing. Police allege he then hid in a garden storage box at yet another address.

“The owner of that premises has called her husband and said I think there’s someone in our back yard,” Supt Miles said.

“Police have turned up at the same time as the homeowner. The homeowner has said, ‘well that box outside, it’s been moved’.

“They’ve opened the box and like a jack in the box, the alleged offender has come out swinging. He’s allegedly assaulted the homeowner, assaulted police, he’s obstructed police.

He’s also wanted on about three or four alleged breaches of bail.

“And all up he’s worn 13 charges.”

Cadman applied for bail when he appeared in court on Monday.

Duty lawyer Chelsea Cross said the attempted robbery allegations against the 35-year-old were at the “lower end” for the charge and would cause significant delays in his case being finalised.

Ms Cross said the father was diagnosed with bipolar and borderline personality disorder among other mental health concerns, and claimed to have recently been the victim of an assault.

Mr Cadman was not subject to parole or a suspended jail term at the time of the alleged offending but had received similar sentences previously, the court was told.

His application was refused by Magistrate Sue Ganasan, who said the Labrador man had been granted bail on unrelated charges only three weeks before his latest alleged spree.

His case was adjourned to September 17.
