New vision to create new ‘master planned community’ in Adelaide’s northern suburbs

More than 12 hectares of vacant land once earmarked for industrial development is set to be rezoned in a bid to create about 300 new homes to help address Adelaide’s housing crisis.

Vacant land once earmarked for industrial development is set to be rezoned in a bid to create more homes to help address the housing crisis.

A new proposal to rezone the vacant land opposite the former Holden factory at Elizabeth South could pave the way for 300 new homes.

The 12.1 hectare land parcel has an employment zoning for commercial or industrial use but has remained vacant. Now the community is being invited to provide feedback on a Code Amendment that would see the land rezoned to ‘Master Planned Neighbourhood’.

Housing Minister Nick Champion said the rezoning proposal was an opportunity to increase the supply and variety of housing within the fast-growing northern suburbs.

“The proposal aligns with the approach for strategic infill development, identified within the Greater Adelaide Regional Plan,” he said.

“We want to create a master planned community with new housing in an established area near existing jobs, services and transport.

“It also supports tree canopy protection, as well as affordable housing outcomes and spaces for recreation and connection.

It comes as The Advertiser this week launched the Be Their Champion campaign, calling on Mr Champion to ease the emotional burden on people who just want somewhere stable for their families to live.

Member for Ramsay Zoe Bettison said the government was focused on tackling housing affordability while creating “communities with the services and facilities needed for families to truly enjoy the exciting future our northern suburbs have to offer”.

“I encourage everyone to have their say about the proposal – we need your feedback to ensure that these opportunities reflect what our community wants to see in the area,” she said.

The State Government owns 9.1ha of the site while the City of Playford owns 3ha which is south of John Rice Ave at Elizabeth South, between Philip Hwy and Commercial Rd.

Should the proposal be approved, it is anticipated housing construction could commence from November 2026.
