Nearly 2000 new homes will be built in Adelaide’s western and southern suburbs under a major state government investment to boost housing supply, including hundreds of social and affordable homes.

This week’s state budget will include more than $115m for the development of 36.4 hectares at Seaton and more than $80m for a separate development at Noarlunga, with the projects combined attracting a total government investment of $576m over the next 10 years.

But the opposition says a Liberal-planned project on the Seaton site has been shovel-ready for nearly three years and some homes would be finished by now if the government had progressed it sooner.

The Seaton parcel will be used to construct about 1315 homes – 865 houses and townhouses and 450 apartments – including 1:1 replacements for 388 public homes currently on the site.

The development will be made up of at least 30 per cent social housing and 15 per cent affordable housing, while the remainder will be developed as market housing.

The Seaton site – bordered by Frederick Rd, Glenburnie St, West Lakes Boulevard and Tapleys Hill Rd – is expected to be the largest and most complex project of its kind in South Australia since the nearby Westwood project.

Existing SA Housing Authority (SAHA) tenants will be found alternative accommodation while the development takes place, and the process of advising residents has begun this week.

In the southern suburbs, two parcels of vacant land at Port Noarlunga and Noarlunga Downs will be developed in a project that will result in about 626 new homes.

The approximately 22.8 hectares of land is to the east and west of Lovelock Drive, and adjacent to the South Adelaide Football Club.

That project will include 80 new public homes, as well as 15 per cent affordable housing and a minimum 12.5 per cent new public open space.

Premier Peter Malinauskas said the new homes will offer significant new public, social, affordable and market housing – generating much-needed supply.

“For 30 years state governments have been cutting the number of public homes. We are turning that around,” he said.

“We know housing is a key concern, and we will have more to say on this when we deliver our housing road map later this month.”

Treasurer Stephen Mullighan said the housing market is under significant pressure, and these two developments will boost the supply of affordable housing.

Housing Minister Nick Champion said the area at Seaton was “in urgent need of an upgrade”, while the Noarlunga Downs project “will turn an empty paddock into an important housing stock”.

Renewal SA and SAHA are working with the private sector as well as community housing providers and the federal government to finalise partnership and funding opportunities for both the Seaton and Noarlunga projects.

Master Builders SA chief executive Will Frogley welcomed the announcement, and said MBA looked forward to working with the government to get the sites shovel-ready for the next generation of homebuyers.

But opposition social and community housing spokeswoman Michelle Lensink said the Seaton project had initially been planned by the previous Liberal government.

“The government had this project handed to them on a plate when they came into government and nothing has happened for two years,” she said.

“The housing crisis has been well and truly brewing.

“Time just adds to the cost and there could be people living there right now if (the government) just got on with the plans that were there at the time.”
