New Territory ICAC boss to be nationally advertised

A new Territory ICAC Commissioner will not be appointed until a review into the structure and processes of the office have been fully reviewed the Territory Estimates has been told.

A new Territory ICAC Commissioner will not be appointed until a review into the structure and processes of the office have been fully reviewed the Territory Estimates has been told.

Chief Minister Lia Finocchiaro said that while the ICAC has been an important part of integrity in the Northern Territory, since its formation it has had a number of challenges.

“We have seen more of those challenges play out over the past 12 months or so,” the Chief Minister said.

“We’ve been very open about that with the community and we have also been very open about what’s next.

“I think that conversation is now the next stage of what needs to happen.

“What is working well and what’s not.

“And how can we make sure we have a really strong, highly functioning ICAC into the future that Territorians can get behind and have confidence in.”

Mrs Finocchiaro said she also expected the replacement ICAC commission position to be nationally advertised

“That process will not happen until we work through what the next steps are and what changes needed to be made to strengthen the system,” she said.

“So that process is yet to take place

“I believe that it will be a national recruiting process.”

Mrs Finocchiaro fell short of committing the CLP government to aligning ICAC legislation with nationally endorsed fundamental principles during questions from Opposition Leader Selina Uibo.

“What we have committed to doing is that a process will now take place of looking at what’s next,” she said.

Ms Uibo also asked if future work is happening to restore confidence in the ICAC for the public.

“When we have seen some of the operations and the findings and the inconsistency of what information is provided to for example to the Chief Minister or publicly, will there be work around the restoration of public confidence?” Ms Uibo asked

The Chief Minister said she expected stronger whistle blower protection would be considered as part of the ICAC Act reform.

“I imagine that would all form part of it as we work through what the next part of it looks like,” she said

“What’s really important is that the continuity is in place and the ICAC is fully functioning with an Acting ICAC commissioner in place so that we can have confidence that all that work continues on while we work through what those next steps might look like.”

The Chief Minister said she could not provide a timeframe for the ICAC review process.
