Cairns recycling business sets out detail of development application

A high impact recycling and building waste reprocessing plant is in the cards for old sand mines on the banks of the Barron River.

A HIGH-impact recycling and building waste reprocessing plant is planned for old sand mines on the banks of the Barron River at Caravonica.

LSC Recycling and Rehab has applied to Cairns Regional Council to process 50,000 tonnes or more of non-putrescible (contains organic matter) solid inert waste, construction waste, tyres and green waste.

Operations manager Adam Bugeja said there already was an approved waste disposal facility operating at the site on Lake Placid Rd.

“Basically, the (material change of use) and the DA we have to go for, that’s to allow us to use this (equipment) on site all the time,” he said.

“But there is already ERA (environmentally relevant activity) on site that allows us to use similar equipment but the ERA number is for a natural material and not a waste material, hence this DA.”

The application requests amendments to ERA guidelines to allow four new ERAs, including mechanical waste reprocessing and regulated waste transport.

Mr Bugeja said, if given the green light, the recycling plant would reduce construction material being dumped in landfill, and it would instead be used to create new products.

“We are trying to create a circular economy,” he said.

The application is for an impact-assessable development and requires public notification.

“The proposal is appropriately located on two large rural allotments where the waste disposal operation has been established to facilitate the backfilling of the former sand extraction pits,” the application said.

In the future, LSC Recycling and Rehab may shred waste tyres on site and sell a repurposed product.

“The biggest thing is trying to make people understand the intent of everything. There is an operation happening there and it isn’t really (a big) change,” Mr Bugeja said.
