Lara residents have won the day in their fight against a proposed cat boarding facility and vet practice after City Hall rejected the controversial development.

More than 100 objections were lodged against the proposal by Happy Healthy Paws Pty Ltd, which sought to develop vacant land at 35 Bates Rd.

The application was considered by council’s decision making committee and residents were then formally notified of the decision – one of whom described the outcome as a relief.

“As a neighbouring resident who would have been able to see the building, the lights and the people coming and going at all hours, I’m extremely relieved that the council has made this decision,” they said.

“I’ve spoken to other neighbours who share the same sentiment.”

The decision followed weeks of community opposition, including a meeting with You Yangs ward councillor Chris Burson in August and signs erected in front yards, one reading: “Say no to cattery.”

Another local resident, who declined to be named, claimed the proposal did not meet certain guidelines, citing prohibited retail activity under rural zoning and a lack of fencing requirements.

“We aren’t a complete no to the build, it just simply doesn’t meet the guidelines”, they said.

“It’s simply not a commercial area, there are horses in the paddocks.”

Three other long-term residents opposed to the build, who also asked not to be named, said they were prepared to move if the build went ahead.

“I bought this block of land 25 years ago because of its rural aspects and outlooks,” one resident said during the objection period.

“I can see the You Yangs from my kitchen window … if the build goes ahead, I’ll be living directly opposite what looks like a prison.”

The proposed plans showed a single-storey building with a grass roof, boundary landscaping and 29 space car park accessible by a new double-width crossover.

The City of Greater Geelong received 107 objections to the planning application.

Council’s executive director of placemaking Tennille Bradley said it was refused because it “did not meet the purpose of the Rural Living Zone and was not supported by relevant planning policy”.

Attempts to contact the applicant, Happy Healthy Paws Pty Ltd, and Mr Burson for comment were unsuccessful.
