A mum whose baby daughter was exposed to an alleged childcare monster fears she may have been abused at another centre, as a fresh investigation is launched.

Childcare worker Joshua Brown, 26, has been charged with more than 70 offences including child rape.

Victoria, who witheld her surname, is reeling after learning alleged pedophile Joshua Brown had access to her baby while working in Leopold in 2023.

She has now revealed she withdrew her from a facility near Werribee in January over suspected neglect and unexplainable injuries.

The mother, 29, claims her toddler had markings and irritations in intimate areas and showed extreme behavioural changes in the short time she was at the Werribee daycare, from December 2024 to January 2025.

“She had rashes and bruises where they should not have been,” Victoria alleges.

“We asked for explanations but they couldn’t give us any.

“I took her to my GP in Geelong and she advised me to take her out immediately.”

She claims she voiced her concerns to centre management and even requested to view CCTV footage of the three-year-old while in their care, but was refused.

The family made an official complaint to the Education Department in January, who assured them it would be looked into.

“We reported everything,” she said.

“Her whole demeanour changed. She started crying all the time, she went from really happy to angry. The last time we tried to take her in she seemed horrified about going.”

A department spokesman confirmed Victoria’s Regulatory Authority was aware of the claims, with a probe underway.

“As the matter is under investigation, we cannot comment further,” an email statement said.

This masthead is not suggesting any wrongdoing by the employees at the centre near Werribee, only that allegations of neglect have been made during the child’s enrolment.

In an email response, the company said it had conducted an internal review and refuted any formal grievance or complaints being made.

“No evidence had been found to substantiate these claims,” a spokeswoman said.

“We welcome and cooperate fully with any departmental investigations and remain steadfast in our commitment to the families and children we serve.”

It comes as the girl underwent testing for sexually transmitted diseases on Tuesday as a precaution from her contact with alleged childcare predator Mr Brown, 26, who worked at Leopold World of Learning from February 9-13 in 2023.

He is accused of committing 70 child sex abuse offences against eight children aged five months to two years while employed at the Creative Garden Point Cook.

While hopeful she was not an alleged victim, Victoria said her family would never know.

“She was just over one-year-old at the time,” she said.
“Even if something did happen she would not be able to tell us.”

Victoria recalled the alleged sex offender as being “a bit creepy” in her brief dealings with him at the Bellarine Peninsula daycare.

“I don’t know what it was about him,” she said.

“I only ever saw him in passing, but I took note of him and I remember thinking ‘oh, I haven’t seen you before’.

“And he was gone as quick as he was there.”

She said her “stomach dropped” when emailed last week that her daughter had likely come into contact with him, originally thinking her worst fears had been realised from the neglect probe near Werribee.

“I had to read the email back,” she said.

“We have now taken her to two centres where something big has happened, so our trust is pretty much non existent.”

The facility waived the families outstanding four week childcare payments following the removal of the child earlier this year, according to the concerned mum.

The ASX-listed company at the centre of the Point Cook sexual abuse claims, G8 Education, has revealed CCTV will be installed in all its centres, giving parents the chance to decide which staff will be allowed to change their children’s nappies.

Victoria said she would not allow an unsupervised male worker to change her daughter again.

It follows a move by Inspire Early Learning Journey to ban male workers from changing nappies in 16 Victorian child care centres in the wake of the claims against the alleged predator.
