Rayjon general manager Tyneal Dodds said the council’s approval would pave the way for a project launch in coming months.
The development, first proposed in late 2018, will be targeting owner-occupiers and downsizers.
It will form part of a $350 million retail and dining precinct approved in 2016 and a town centre featuring cafes, offices and units.
Area councillor Hermann Vorster criticised the proposal when it was filed with the council as being inappropriate for an area which is primarily residential.
