Bail for woman charged over Peter Vuong teeth-pulling kidnap in Sydney

A woman accused of using her Service NSW job give kidnappers details of businessman Peter Vuong, who was later abducted and tortured, has appeared in court.

A Sydney woman accused of using her government job to access address and licence details which were later provided to a group of men allegedly involved in a violent gang kidnapping has been granted bail on a $300,000 surety.

Yagoona resident Sira Elkheir, 21, was arrested by NSW Police detectives in the carpark of Bunnings Greenacre at 11am on Wednesday and charged with four offences — two counts of access/modify restricted data held in computer and one count each of take and detain in company with intent to ransom (occasion actual bodily harm) and participate in a criminal group.

Police will allege Elkheir was an employee of Service NSW and accessed personal data about crypto trader Tran Dinh and his wife, which she allegedly shared with a group of men who allegedly kidnapped Mr Dinh’s associate, Peter Vuong from his Smithfield home on March 9.

Police will allege Mr Vuong, 26, was dragged out of bed after 5am and bundled into a van by his six captors who ­demanded $5 million or 5kg of cocaine or meth from his associate.

Elkheir was remanded in custody after her arrest and fronted Burwood Local Court on Thursday, where Magistrate Elaine Truscott accepted submissions from defence barrister Troy Edwards SC that the case against his client was weak.

Mr Edwards argued the police fact sheets tendered to the court provided no evidence that Elkheir knew of the kidnapping or the plan to demand a ransom — both essential elements for the charges against her to be proven — when she allegedly provided the group with Mr Dinh’s details.

He claimed Elkhart could have accessed the Dinhs’ details for lawful reasons or simply because she was asked to, without knowing the information was to be used for criminal purposes.

He also confirmed she was no longer employed by Services NSW.

Magistrate Truscott agreed to release Elkheir from custody on bail on the condition she report to police at Burwood daily, live at her father’s home in Yagoona, abide by a night-time curfew and not have contact with any co-accused.

As part of the granting of bail, Elkhart’s father must lodge a $300,000 surety to ensure his daughter turns up to court.

Police claim Mr Vuong had a pistol shoved down his throat, some of his teeth smashed out with a hammer and others pulled out with ­pliers.

Mr Vuong was held captive in a Belmore home and allegedly tortured for six days before officers from multiple Western Sydney police commands and the State Crime Command swarmed the property and rescued the young businessman.

A group of men aged 19, 20, and 21 were arrested and charged on March 14 for their alleged roles in the incident and they remain before the courts.
