This is crime boss Bassam Hamzy’s vision for his multi-billion dollar resort development that he wants to build in the Caribbean - and it is wildly bigger than you would have imagined.

Despite being behind the walls of the state’s most secure prison, Hamzy - an influential underworld leader serving 40 years for murder - had an artist sketch up visual plans for the massive development, known as “Boss City”, that he wants to build in the Central American country of Belize.

Hamzy then had his lawyer Martin Churchill circulate the sketches and proposal documents to potential suitors and financial backers, which have included the Chinese Government and the one time Packer family owned Crown Resorts.

Not content with a couple of hotel towers and an infinity pool overlooking the crystal blue Caribbean waters, Hamzy’s vision that he dreamt up inside Goulburn’s Supermax Prison was that of a small city.

“He’s got big ambitions, Bassam,” said one underworld source. “He doesn’t do anything by halves.”

What can be seen in the images, which were seized by Corrective Services NSW intelligence officers, is a golf course, a water way that stretches the length of the resort, residential living, what appears to be a concert hall or sports stadium and billions worth of other construction.

“It’s not a half hearted effort drawn on the back of a coaster,” the source said. “He put a lot of effort into the designs and having a professional bring them to life.”

Hamzy is serving a 40 year sentence in Supermax, where he is classified as a high risk inmate, for murder and drug supply.

A number of Hamzy’s wealthy relatives live in Belize. He fled there in the late 1990s after he murdered a teen outside a Sydney nightspot.

“Contact was made with Crown in Sydney and they said to contact Melbourne,” a source said. “Contact was made with Melbourne and they said ‘Send us more information’.”

Crown declined to comment.

It is unknown what became of the discussions after Churchill was arrested in 2019 and charged with abusing his legally privileged visits to Hamzy in Supermax to run a drug operation for the crime boss.

Churchill had been due to stand trial this year but died in January from natural causes.

Police found documents relating to the Belize development when they raided Churchill’s home in 2019.

Hamzy lost a legal privilege argument in the NSW Supreme Court over whether prosecutors could have access to the documents.

He told the court that Churchill was the “leading lawyer” on the entirety of the proposed Belize development, which was worth “billions of dollars”.

Hamzy was found guilty over the drug operation and is yet to be sentenced.

Hamzy has long frustrated his authorities by his ability to run his empire while a prisoner in Supermax, which severely limits his contact with the outside world.

However, it is legal for lawyers to tend to the legitimate business of their clients, meaning there was nothing illegal about Hamzy and Churchill’s business approaches to Crown and China.
