A NSW District Court staffer is facing shocking claims she provided sensitive data from multiple NRL players, an alleged crime boss and dozens of others to an organised crime network.

A NSW District Court staffer is facing extraordinary claims she provided “sensitive” data about dozens of people – including multiple NRL players – to an organised crime network.

Detectives from NSW Police’s Professional Standards Command have charged Parramatta District Court staffer Emma Khoury over grave allegations she accessed 56 people’s personal data without authority through the court’s internal systems.

Two current NRL players, a high profile alleged crime boss and disgraced developer Jean Nassif’s daughter are among the alleged victims.

The alleged victims are not accused of wrongdoing, and there is no suggestion they have been criminally charged, involved in or linked to organised crime.

“In December 2023, Professional Standards Command officers established Strike Force Chillawong to investigate reports a Department of Communities and Justice employee had provided restricted information to a criminal network,” NSW Police said in a statement.

“Search warrants were executed at a Belmore home and a Parramatta office, where police seized documents and electronic devices which were forensically examined.”

Khoury was charged with one count of misconduct in public office and 56 counts of accessing restricted data in February, to which she is yet to enter pleas.

Police documents tendered to Burwood Local Court reveal further details of the shocking allegations against Khoury.

“(It is alleged Khoury) fully misconducted herself by unlawfully accessing sensitive information over a long period of time which was released to others,” police stated.

Khoury is alleged to have accessed information concerning alleged organised crime boss Bilal Haouchar once on September 1 last year.

Haouchar, 38, is on Australia’s most wanted list as police allege he is one of the Sydney underworld’s most influential crime figures and helms a $1 billion drug empire.

Khoury is further alleged to have accessed information about disgraced Toplace developer Jean Nassif’s daughter Ashlyn Nassif three times between March and May last year.

Nassif is currently facing charges she submitted fake contracts to secure a $150 million loan for her father’s failed 900-unit Skyview apartment development in Castle Hill, for which she is yet to enter pleas.

Khoury is also alleged to have accessed the private data of former NRL player Manase Fainu, who is currently serving at least four years and three months in prison for stabbing a man in 2019, 48 times between December 2022 and December 2023.

His brother and current Wests Tigers player Samuela Fainu is also among the alleged victims, with Khoury allegedly accessing his data 13 times between August and December last year.

Warriors prop Addin Fonua-Blake and Mt Druitt rapper Crew Paleso’o – who goes by Kapulet – are also among the alleged victims.

Overall Khoury is alleged to have accessed the 56 individuals’ private data 347 times between December 2022 and December 2023.

The Office of the Director of Public Prosecutions is prosecuting the case, with a brief of evidence to be provided by Khoury’s next court date on August 7.

Khoury was granted bail by police to report to Campsie police three times a week, avoid any international departure points and to not leave NSW without advising the officer in charge.

She is also forbidden to associate with or contact any Department of Communities and Justice staff other than detectives attached to her case.

It is understood Khoury has been suspended from her role at the department, with a media spokeswoman saying it takes allegations of staff misconduct “extremely seriously”.

“The overwhelming majority of our staff act respectfully and professionally,” the spokeswoman said.

“All allegations of staff misconduct are investigated and dealt with as appropriate.”
