Fire and Rescue crews managed to put out the blaze shortly after their arrival but unfortunately the puppy could not be saved.
CCTV footage has captured a hooded figure approaching the unit block in St Marys ten minutes prior to the fire being reported, only to return to where they emerged from around nearby houses.
The person appears to be wearing a dark coloured hooded jumper or jacket and baggy style jeans.
Officers from Nepean Police Area Command would like to speak to this person and are treating the circumstances of the fire as suspicious.
A crime scene has been established and investigations will continue.
