Munisegran Reddy fails in NSW Supreme Court bail bid after alleged role in major clandestine drug lab at Revesby

Investigators needed four days to scour an alleged multimillion-dollar drug lab, where they uncovered enough chemicals to produce hundreds of kilograms of meth.

Investigators needed four days to trawl through a multimillion-dollar drug lab allegedly discovered behind an inconspicuous red-brick home in Sydney’s southwest, where they uncovered enough chemicals to produce hundreds of kilograms of meth.

NSW Police, under the banner of Strike Force Reply, monitored a property on Milperra Rd at Revesby for three months before raiding the address on June 25, 2024.

 Inside officers allegedly found a large-scale clandestine drug lab, which police prosecutor Mikael Dalgas-Hansen described in late July as “one of the biggest seen in NSW at the moment”.

Mr Dalgas-Hansen made the submission when Munisegran Reddy, one of four people charged in relation to the operation, made a failed bail bid in Burwood Local Court.

The 43-year-old is charged with manufacturing a large commercial quantity of drugs, participating in a criminal group, possessing an unauthorised pistol and driving while suspended.

Long Hai Vu, who was unlawfully in Australia at the time of his arrest, is facing the most charges of the quartet. The 36-year-old is charged with manufacturing a large commercial quantity of drugs, participating in a criminal group, possessing an unauthorised pistol, large commercial drug supply and recklessly dealing with the proceeds of crime.

Lorna Huang, 38, who lived at the Revesby address, according to court documents, is charged with taking part in the manufacturing of a large commercial quantity of drugs, participating in a criminal group and drug possession.

The youngest of the four, 30-year-old Kiet The Hoang Nguyen, is charged with manufacturing a large commercial quantity of drugs and participating in a criminal group.

No pleas have been entered.

Court documents obtained by this publication state the Australian Border Force analysed eight suspicious packages arriving in Sydney from China in early 2024.

The packages were addressed to a fictitious Hong Vo at the Revesby property and were marked as containing either acrylic plates or data cables.

However, the packages allegedly contained 61kg of methylamine, 74L of hypophosphorous acid and 12kg of red phosphorus – key ingredients used to manufacture meth.

Documents state police began scoping out the property, where they allegedly witnessed Vu, Reddy and Nguyen engaging in “activity consistent with the operation of a clandestine drug laboratory”.

The activities included the trio accessing the property at different hours of the day and night, carrying consignment and storage boxes back and forth, and purchasing items from hardware stores linked to the meth production.

When police pounced on the Milperra Rd address, they also executed simultaneous warrants of abodes at Bankstown, Sefton and Parramatta.

Vu and Nguyen were arrested at the Bankstown address, on Gardenia Ave, where police allegedly seized 2kg of meth, a pistol and $150,000 in suspected dirty cash.

Reddy was arrested at his partner’s home on Wallace St, Sefton, where police seized a gel blaster.

Documents state police also raided Nguyen’s unit on Early St, Parramatta, where a smaller clandestine drug lab was allegedly located.

About a week later, Huang presented to Bankstown Police Station where she was arrested.

Documents state police spent four days scouring through the alleged Revesby drug lab, which was run out of two rear granny flats where they seized more than 300 items including 50L of liquid MDMA, 20L of liquid meth and more than 300kg of chemicals linked to drug production.

The documents state Reddy’s DNA was allegedly picked up in a pair of gloves, while Nguyen’s fingerprints and DNA were allegedly located at the scene.

Reddy, who has also gone by the name Patrick Seggy Del Rosario, made a second bail bid last month in the NSW Supreme Court, where conditions that included house arrest and a $40,000 surety were offered up.

However, Justice Deborah Sweeney refused the bail application.

The case will return to Burwood Local Court in February.
