Six councillors at a meeting on Tuesday tried to repeal an April decision supporting the 1.9km route along Bundock St, Avoca St and Sturt St from nine options.
They cited residents’ concerns about reversing from their driveways and colliding with cyclists, and the removal of parking and 37 trees.
However the majority of councillors believed design work should continue in order to address the concerns of people who live along the route.
Cr Linda Shurey said the decision did not commit the council to building the cycleway.
Staff will continue to revise the design to save more trees and possibly retain more parking spaces.
The staff will later present the revised design in a report for consideration.
Sixty replacement trees could be planted.
Residents such as Tim Moddel of Bundock St were disappointed work on the route would continue.
He said the route was unsafe, and residents were not being given a say on alternative routes.
“The Bundock St route is becoming a fait accompli because the council will be spending more money on it,” he said.
The cycleway would connect to existing ones at Coogee and Maroubra, and the Kingsford light rail terminus. Pedestrian paths would also be provided.
Those who voted to continue planning were mayor Kathy Neilson and councillors Christie Hamilton, Murray Matson, Dylan Parker, Brendan Roberts, Shurey, Noel D’Souza and Philipa Veitch.
Those who tried to repeal the decision were councillors Anthony Andrews, Tony Bowen, Alexandra Luxford, Danny Said, Ted Seng and Harry Stavrinos.
Cr Carlos Da Rocha was absent.
