NORWEST Business Park faces the prospect of side-by-side tower blocks on its skyline near the future underground Norwest Station in the heart of the employment precinct.
And one of these towers looks to eclipse The Hills Shire’s tallest residential development, the nearly-completed 20 and 21 storey Atmosphere buildings at Castle Hill.
The Hills Shire Council has received development applications from property companies Boyuan Holdings Limited and Mulpha Norwest to erect residential apartments off Maitland Place, with 287 and 131 dwellings each.
Boyuan is proposing two buildings of 25 and 13 storeys adjoining 7 Maitland Place and two six-storey buildings on Spurway Drive — the $1.38 billion project includes funding and building a new link road, from the Maitland Place and Columbia Way intersection to Spurway Drive.

Boyuan is proposing two buildings of 25 and 13 storeys adjoining 7 Maitland Place and two six-storey buildings on Spurway Drive. The $1.38 billion project includes funding and building a new link road, from the Maitland Place and Columbia Way intersection to Spurway Drive.
A Boyuan spokesman said the building complex would house four residential buildings with a swimming pool and landscaped grounds.
“Our vision is for a development which sets new standards in urban living in the northwest, showcasing high-quality apartments, open, green-spaces and a beautiful rooftop garden,” he said.
“The contemporary design, with minimal building footprint, provides an abundance of natural light.
Mulpha looks to erect a 21-storey complex — with a “virtual concierge” — at 2-6 Maitland Place and 40 Solent Circuit, where a childcare centre previously sat. It will be the gateway to Mulpha’s The Greens residential precinct and part of its $3 billion Smart City future for Norwest.
Mulpha’s spokeswoman said architectural firm Jackson Teece will develop the building design, which is to include vertical landscaping visible from every common lobby on each level.
She said: “The development will also incorporate a virtual concierge linked into smart home and communication technology for residents to access home automation, communal room bookings and other features, such as the latest precinct news, timetables, social events and fitness initiatives — all with the aim of building a community and a sense of belonging.”

Sydney Hills Business Chamber chairman Nigel Rayner said: “We’re definitely excited by change and the opportunities for business to leverage off those changes.
“It’s also about making sure there’s a lot of innovation tied to those developments.”
The proposal of Boyuan, also a majority owner of funds management firm Integer Securities, represents the first phase of the redevelopment of 7 Maitland Place. The site — near over-55s village Castle Pines Estate and the rolling greens of the championship Castle Hill Country Club — is currently being used for industry, storage and distribution.

The Sydney West Central Planning Panel, chaired by practising solicitor Mary-Lynne Taylor, will decide on the two developments. The independent panel, one of five in Sydney, assesses projects valued over $30 million.
Both developers say they will significantly contribute towards increasing additional housing
opportunities within Norwest, at a time when the NSW Planning Department forecasts The Hills to be the seventh-largest supplier of Sydney housing stock to 2021-22.
Research by property consultants .id shows the shire’s population jumping from 170,828 people in 2018 to 250,971 by 2036.
Baulkham Hills will grow by 22.9 per cent, from 12,836 dwellings in 2016 to 15,779 in 2036.
“Underlying everything is making sure we have the right infrastructure to support development including parking and road access,” Mr Rayner said.
Recent projects of Boyuan include the 120,000sq m mixed-use Jiayuan Central Plaza Project, in Jiaxing City, China, featuring 758 units, retail outlets, banks and cinemas.
The developer owns a 10.52ha site in Marsden Park where the historic Clydesdale House sits and where they are creating a “living heritage” urban village with 600 houses, 2000 apartments, and retail, entertainment and recreational components.
Mulpha is the developer of the award-winning 1765-acre Leisure Farm in Iskandar Malaysia.
