Grange Ave, Marsden Park: decision time for 132 unit proposal

A decision looms over a $37 million vision to transform a rural lot into a series of apartment buildings expected to bring hundreds more families to northwest Sydney.

Blacktown Council is opposing a $37 million plan to transform a rural lot in Marsden Park into 132 apartments across three huge residential buildings.

A NSW Joint Regional Planning Panel will decide whether the multimillion-dollar project will be approved for 217 Grange Ave on February 27.

Graham Developers submitted the plans to council for the 8000sq m proposal in December, 2017, saying the proposed development would result in a “high quality design” for the area that is close to the Marsden Park Town Centre and public transport.

However a council planner said the NSW Planning Panel should reject the proposal as buildings exceed the maximum permitted building height and involved excessive rooftop structures and proposes a road that is not consistent with the precinct plan.

“The proposal results in a poor built form and amenity outcome which fails to satisfy the relevant development controls,” the planner said.

A long history of amendments were required by the council for the development application, including required engineering changes, waste management plans.

Council officers said the proposal fails to provide communal open space areas that compliment the streetscape and “generate excessive bulk”.
