Percy Plunkett: Eastbank riverside project given deferred consent

The owners of popular cafe Percy Plunkett are expanding with exciting plans for a new eatery on the banks of the Nepean River, unlike anything now on offer in Penrith.

An exciting proposal from one of Penrith’s most popular cafes to expand its reach to the eastern shore of the Nepean River is a step closer to reality.

The owner of Percy Plunkett, a popular cafe at the Nepean Village, submitted an application with Penrith Council in December, 2019, to build a cafe/restaurant and bakery on a block of land on Tench Ave, Jamisontown, overlooking the river.

The site has been fenced off for more than six months, but has only just now been given deferred consent by Penrith Council.

The development, which had a working name of ‘Orange Fields’ during the early stages of the development application, would also feature a playground and petting zoo as entertainment for children, and a fresh vegetable garden.

The restaurant/cafe would be built from the existing brick building on the land, with some additions to create an outdoor dining area, according to planning documents, which also includes an outdoor dining pavilion, a wood-fired pizza hut, and a farmer’s co-op pavilion.

The new facility would be open from 7am to 9pm daily under development application plans before the council, with opening hours extended to midnight on Friday and Saturday for pre-booked events such as weddings or corporate functions.

A council spokesman said deferred consent meant there were still some issues to be sorted out before full consent could be granted.

“The applicant has been working with council in amending the application and providing relevant information to ensure that the proposal is adequately serviced with relevant infrastructure,” he said.

He said there was intent that all parties knew the works could progress, but there was still some work that needed to be satisfied.
