Mayfair on Penrith: Plans for four new floors, 144 apartments lodged

A major project on the fringe of a western Sydney train station, touted as a litmus test to solving the housing crisis, is proposed to get even bigger. Here’s the latest.

The developer behind a proposed two tower residential apartment block in Sydney’s west, touted as the litmus test to solving the housing crisis, has lodged an application to increase its height by four storeys.

Mayfair on Penrith, a two towered, 10-storey Urban Property development which borders on the northern edge of Penrith train station, was approved in February 2024.

The development promised 287 apartments, a portion of which would be deemed “affordable housing”, as well as rooftop pools on either building.

But now, under the NSW government’s Housing Delivery Authority, the developers have lodged a second application to increase the building height by four stories and build an additional 144 apartments – 76 of which will be “affordable”.

If approved, the complex would comprise 431 apartments in total.

Urban Property Group advisory board member Julie Bindon told this masthead in December at least half of the extra apartments – potentially all of them – would be dedicated as affordable housing for key and frontline workers.

Exterior design changes and increases to car park spaces are also proposed under the new application.

At the time of publishing, the application is on public exhibition which will continue until May 21.

The apartment complex was touted as the litmus test to solving the housing crisis, with Urban Taskforce Chief Executive Tom Forrest saying in December the development “may well be an early test for the new Housing Delivery Authority”.

The Housing Delivery Authority, which launched in January 2025, aims to speed up the delivery of new homes across NSW in a bid to tackle the housing crisis.
