A baby-faced killer serving time for the violent and frenzied murder of Morgan Huxley has been accused of sexually abusing a fellow inmate, who claims the “sicko prison librarian” is known for his brazen sexual activity and feared for his “psycho bikie lover”.
Daniel Kelsall – who The Saturday Telegraph previously reported was “constantly exhausted from jail sex” – was sentenced in 2015 to 30 years non parole over the shocking and random murder of Neutral Bay man Morgan Huxley.
Two years prior, a 22-year-old Kelsall stalked Mr Huxley who was returning home from the pub, before indecently assaulting and stabbing him more than 20 times.
Now eight years into his sentence, Kelsall has been accused of sexually assaulting another inmate inside Shortland Correctional Centre who, according to a source, was “terrified” he’d end up like Huxley if he refused Kelsall’s advances.
A spokesman for NSW Police confirmed they were investigating the matter but no charges had been laid.
It is understood Kelsall was working in the library in May, 2023, while the alleged victim was attempting to borrow a book, when Kelsall “lured him into a storeroom and blocked him from exiting” before forcibly performing oral sex on him.
According to the source, Kelsall had access to a pair of scissors nearby he’d been using to open boxes, which made his alleged victim “freeze in shock” and fear being stabbed if he pulled away.
Initially the alleged victim was “too embarrassed” to report what allegedly occurred, and also “feared repercussions” from Kelsall’s “psycho bikie lover boyfriend”.
According to a source close to the prison, Kelsall “does this sort of thing a lot” and “it happens often”.
Prior to the alleged assault, the other inmate reportedly tried to “steer clear and keep a distance” from Kelsall, describing him as “creepy”.
A spokesman for NSW Police confirmed in a statement an investigation was underway into the allegations and police had attended the jail on October 16.
“Officers attached to Hunter Valley Police District attended a correctional centre at Cessnock after receiving a report of a sexual assault alleged to have occurred on Friday 12 May 2023, an investigation has commenced, and inquiries are ongoing,” the spokesman said.
A spokesman for Corrective Services NSW said the department was aware of the allegation, and support was being provided to the alleged victim.
“Corrective Services NSW is assisting NSW Police with their investigations, and treat all allegations of assaults in custody with the utmost seriousness, support is being provided to the inmate,” he said.
