$200 million East Side Quarter ‘ESQ’ Panthers project proposed

A $200 million project that has been proposed for Panthers would see 333 new apartments built in the area together with 17 retail spaces, rooftop communal spaces and a waterfront promenade.
The development application for Stage 4 and 5 of the ESQ (East Side Quarter), which were lodged with Penrth Countil before Christmas, would substantially increasethe size of the Panthers precinct.
The proposed expansion would be located between Ransley Street to Mulgoa Road with stages 4 and 5 covering a total area of 17,677m2, according to the Urban Design Report submitted by developer Cabe Developments.
Stage one of the project began construction in 2018, with stages two and three getting the green light the following year. It is expected there will be more than 800 apartments in the precinct by the time construction is complete.
Plans submitted to council say the developers will expand pedestrian and cycle networks in the area, linking the new site with the greater Panthers precinct, the Nepean River and Penrith train station.
Pedestrian movement has been earmarked as a top priority, with a foreshore promenade and nature walk to a northern recreational space.
Amenities contained within the plan include a pool area, as well as rooftop and communal garden areas.
