Urban Property Group’s Fitzwilliam St rent-only project grows by more than double

A central Parramatta site will more than double into a colossal 800-dwelling residential complex under new state government rezoning policies to accelerate the delivery of 377,000 new homes this decade.

A build-to-rent development slated for the centre of Parramatta will now host 800 dwellings – more than double the original number – under NSW Government reforms that fast track housing projects to tackle the statewide shortage.

In May, the Department of Planning approved Urban Property Group’s proposal for 350 apartments at 2 Fitzwilliam St, next to the Westfield shopping centre and opposite Parramatta train station and bus interchange.

There was to be a 48-storey tower housing a retail podium, gym, children’s play area, rooftop swimming pool, games rooms, and a cinema, while the 35-storey block was originally planned to include more than 33,000sq m of office and retail space.

However, Urban will now scrap the offices so the development can accommodate more homes.

This takes the total number of dwellings to 800, including some for affordable housing and NDIS-compliant apartments.

The revised plan – one of NSW’s largest build-to-rent projects – includes a 200-room hotel and responds to the government’s housing strategy, which supports large housing projects to address the state’s housing crisis.

The site is one of 11 selected under the government’s “state-significant rezoning policy” to help meet its target of delivering 377,000 new homes across metropolitan and regional NSW by 2029.

The tower heights will remain the same, with the taller building to host the recreational drawcards including the rooftop pool.

Urban Property Group’s head of planning, Chris Ferreira, said the government had deemed the Parramatta project strategically important under its rezoning pathways program and would now accelerate the delivery of long-term rental homes.

“This milestone will enable Urban to deliver hundreds of additional homes, more than doubling the original proposal, with both towers being allocated entirely to BTR homes,’’ he said.

“It marks a significant step toward increasing the supply of high-quality housing in Parramatta.

“This project directly aligns with the NSW Government’s priority of addressing the housing crisis and will showcase Urban Property Group’s commitment to creating sustainable, inclusive communities across Sydney.”

Construction at Fitzwilliam St is due to begin mid next-year and be completed in 2027.

Urban has also taken over a rent-only development from Toplace at East St, Granville, where it is under construction.
