Former Eels leagues and footy chairman Roy Spagnolo has lost his bid to return to the Parramatta Leagues Club board nine years after he was the centre of an investigation that found he had not demonstrated the skills and knowledge expected of a club director.

In December, Mr Spagnolo - property developer and accountant - said the allegations that he had not followed the correct procedure for claiming expenses for Christmas parties at his home and giving the former chief executive a bonus were “technical breaches”.

He said almost $1m was spent in legal fees to try and stop his return but the Supreme Court had cleared the way for him to stand again following the 2015 Independent Liquor and Gaming Authority investigation.

The authority did not support NSW Liquor and Gaming investigators’ assertion that Mr Spagnolo and three other directors had tampered with records in backdating 145 membership records ahead of board elections.

This week, incumbent club president Greg Monoghan and fellow incumbent director Sue Coleman secured 1446 and 1437 respective votes to be re-elected on the board which serves 55,000 members.

Along with Mr Spagnolo who notched up 867 votes during the 66th annual general meeting on Tuesday, other hopefuls who failed to secure a spot were Tony De Lutiis (85 votes), Stephen Spence (175), Cumberland councillor Steve Christou (199), Parramatta Chamber of Commerce president Luke Magee (275) Glenn Campbell (415) and Tony Beuk (444).

There were 2723 formal ballot papers lodged.

Mr Monoghan said the board had major plans to redevelop the “Parradise precinct” and capitalise on the Church St North boom area but development applications were not yet finalished.

“You’ve only got to look at the amount of open space there for the opportunity,’’ he said.

“It won’t be an overnight change.’’

The other directors on the board are Joy Cusack, Darren Adam, Richard Foda, Mark Jenkins and Phil Sim.
