Lidcombe: Ovation at 29 Carter St approved

A sprawling 418-apartment complex a stone’s throw from ANZ Stadium has been given the green light.

Plans to build the massive three-block complex soaring up to 14 storeys have been approved for Lidcombe.

The Sydney Central City Planning Panel has approved the Ovation complex, two years after the application from YMCI Australia for 29 Carter St was lodged.

The plans include 418 units, seven shops, a childcare centre, gymnasium, swimming pool, 531 parking spaces and 452 bicycle racks.

The panel found that, despite the heights proposed eclipsing the building standard, it would be a similar number of storeys to other blocks nearby.

The development falls under Parramatta Council, which has described it as a vibrant community with a park and school.

The project falls under Parramatta Council, and is part of 5500 dwellings the State Government approved as part of the Carter Street Precinct.

The precinct is also near Wentworth Point, which is earmarked for another 2300 dwellings.

But NSW opposition leader Jodi McKay said the government was abandoning the area and failing to commit to delivering the second stage of Parramatta Light Rail.

“People are moving here on faith that stage two will happen,’’ she said.

“If the Liberals cancel or downgrade this project, it will be a big betrayal.

“The glossy brochures and videos promoted an integrated light rail solution for this area. “Without stage two, the project will be a shadow of what was promised. Thousands of new and existing residents will be stranded in high-rise apartments and have every right to never trust the Liberals again.”

Ms McKay said the government needed to provide other services for the rapidly growing community.

“It has failed to deliver on its promised high school at Sydney Olympic Park.’’ she said.

“It has not progressed the new public school promised in the Carter Street precinct.

“This is despite Wentworth Point Public School reaching capacity almost as soon as it was built.”

Last November, Parramatta Council provided a submission to the government’s draft Carter St masterplan, which the Planning Department is yet to finalise.

A council spokeswoman said the masterplan proposed several provisions to address infrastructure needs of the precinct.
