A three-storey boarding house, which has been described as “cage-like” has been approved for 70 Cardigan St, Guildford, more than two years after initially proposing a five-storey pile.

The 10-room block will house 12 lodgers, a modified version of the original proposal for a 14-room block.

In 2019, the applicant, Baini Design, then trimmed the application to four storeys and residents expressed concerns over loss of privacy, overshadowing and attracting a transient community.

Cumberland Council also initially rejected the application because it failed to comply with the character of the area and neighbours opposed the kind of tenants it would attract.

During a recent Cumberland Council Local Planning Panel meeting, Cardigan St resident Vivek Angarai opposed the development, fearing a loss of privacy, sunlight, inadequate parking spaces and lack of space between the boarding house and the neighbouring property.

“Unfortunately it’s going to affect the standard of living for the rest of the people in the community,’’ he said.

“It’s also like a cage-like structure because that boarding house on all its sides is surrounded by large units, which spread over more square metres.’’

But Think Planners’ Brad Delpierre said the “tricky” 449sq m site complied with design guidelines and allowed privacy for neighbours.

“The building has been sensitively designed to have regards to its neighbours,’’ he said.

“Its height is wholly compatible with both adjoining properties.’’

He added that the 10m block would minimise overshadowing and five parking spots was the maximum required.

The planning panel also required the boarding house’s ground floor should be lighter colour to mix in with adjoining buildings.
