Roseville: Decision on plans to turn two homes into 23 units

Two homes in Roseville would be turned into a multistorey building with more than 20 units as residents launch a campaign opposing ambitious housing targets across the north shore.

A decision is set to be handed down on contentious development plans to turn two homes in Roseville into more than 20 units as debate over the region’s housing targets ramps up among residents.

Low density homes at 1-3 Corona Ave in Roseville would be transformed into two separate buildings with 23 units as part of a $9.3 million proposal lodged to Ku-ring-gai Council.

The development would include a total of 54 bedrooms across the two buildings, along with 29 basement carparks, a communal rooftop garden and a shared gymnasium.

Developer Dasco Australia and owner Paulara Pty Ltd said the project would focus new housing near public transport links and was in line with State Government housing targets for 10,000 new homes in the local government area by 2031.

The proposal has generated 45 submissions from residents, due to concerns including traffic, overshadowing, privacy impacts and property values.

Ku-ring-gai Council has previously raised further issues with the design of the development and compliance with local building standards.

The council, which is due to approve the project at a planning panel meeting this month, said it was satisfied updated plans involving a reduction in the number of units from 33 to 23 would not adversely impact the local area or generate unacceptable traffic impacts.

Updated plans stated overshadowing and privacy impacts would also be addressed through a reduction in the building height and the inclusion of “privacy screens” on the rooftop garden.

A decision on the proposal comes as NSW Planning Minister Rob Stokes last week told the council it was “ultimately responsible for deciding the number of dwellings in its housing supply target”.

A council spokeswoman said councillors would consider the targets and the council’s draft housing strategy, which had prompted opposition and a petition by residents, later this month.

Mayor Jennifer Anderson said it was understood the decision by the Department of Planning meant it was now “possible for council to determine that our existing controls are sufficient to meet our community’s expectations in planning new housing”.

A decision on the Roseville development is due to be determined by the planning panel on Monday.
