Twilight Aged Care propose independent living units, seniors housing on site of Mosman Eye Centre, at 1 Effingham St, Mosman

A $30 million seniors housing development could soon spring up on the grounds of a 19th-century mansion which Mosman’s first member for parliament once called home. See the plans.

The grounds of a Victorian mansion in a wealthy harbourside suburb could soon be home to a sprawling seniors living housing complex.

Aged care provider ‘Twilight Aged Care’ has put forward a $30 million proposal for 23 independent living units at 1 Ellamatta Ave, 2 Alexander Ave and 1 Effingham St, Mosman.

Twilight Aged Care has pitched the $30 million build as a means of catering to Mosman’s ageing population.

“Mosman has a significant elderly population and is predicted to age at a greater rate than Sydney or NSW,” plans state.

“A diversity of housing choice provides opportunity for older residents to downsize from larger homes to smaller, low maintenance accommodation to meet their needs, while remaining in the local area.”

The 7648 sqm development site is within 500 metres of the Mosman town centre and close to several bushland reserves, including Clifton Gardens and Georges Head.

The Mosman Eye Centre, a private ophthalmological outpatient service, currently operates on the site. There was also once a private hospital, however, it largely ceased operating in 2018.

The private hospital’s former building, “Ellamatta”, is a Victorian mansion, erected around 1870 for Edward Mawney Sayers, Mosman’s first member of parliament.

According to a heritage statement prepared by John Oultram Heritage and Design, the proposed development of the site would not detract from its heritage value.

“The proposed conversion to aged care … (would allow for) the reversal of some of the later changes and the removal of intrusive additions and importantly, the reinstatement of the handsome veranda to Ellamatta,” plans state.

If the proposal is approved, Ellamatta would be refurbished so it could house a ground-floor common area, and two seniors living spaces on the upper floors.

There would also be a new five-storey ‘wing’ which would have 16 seniors living homes.

With further changes made to the former Mosman Eye Centre building, the site would be home to a total of 23 self-contained seniors living units.
