A Mid-North Coast truck driver accused of paying for live-streamed child abuse material had previously served jail time for similar offending, a court has heard.

Raymond Leonard Skinner, 61, has been charged with seven offences after allegedly paying for abuse material online amid a strike force investigation into sickening live streaming.

“Police will allege the man made a number of payments to access child abuse material online,” a NSW Police statement read.

Skinner was arrested at his Port Macquarie home on Tuesday, taken to Port Macquarie Police Station and hit with seven counts of using a carriage service to access child abuse material.

He was remanded in custody and applied for bail at Port Macquarie Local Court on Wednesday morning.

The court heard he has been jailed for like offending in the past and in 2017 breached his bail conditions.

The police prosecutor opposed bail saying his profession would make him “hard to track down” and bail conditions in rural areas were “difficult to police”.

Skinner’s lawyer told the court he had strong ties to the area – a rental property in Port Macquarie and an elderly mother in Wauchope that he wanted to maintain a relationship with.

His lawyer also told the court he travels down the coast and bring back produce to Port Macquarie and Coffs Harbour and could remain within NSW and agree to have only one mobile phone.

Skinner has been with the same employer who was aware of his night in custody and would be happy to continue to employ him if he was granted bail it was further heard in court.

The 61-year-old’s arrest was made as part of Strike Force Beths probe launched by the Child Protection Investigation Team (CPIT) attached to State Crime Command’s Sex Crimes Squad.

Detectives went to Skinner’s home and arrested him just after 7am on Tuesday, “following extensive inquiries”.

Magistrate Georgina Darcy told the court that “given he lives alone and the strong case” against him she was not willing to grant him bail.

He was remanded in custody and the matter adjourned to November 9.
