Northern Beaches: New alcohol ban zones named to help stop anti-social behaviour

New grog ban zones are proposed for the northern beaches’ worst street drinking hotspots, where police have to deal with assaults and anti-social behaviour. See the list of locations.

New alcohol-free zones have been drawn up on the northern beaches to help authorities crack down on street drinking hotspots that spawn anti-social behaviour.

Northern Beaches Council is set to redraw the boundaries of five zones and re-establish six zones around roads, footpaths and carparks where police are busy with incidents of assaults, property damage and drunkenness.

The proposed redrawn zones will be created in Avalon Beach, Collaroy, Mona Vale and Newport.

The will re-established in Brookvale, Church Point, Dee Why, Freshwater, Manly and Narrabeen.

In a report to be tabled at Tuesday night’s council meeting, council staff stated the zones assisted police and council rangers manage alcohol-related anti-social behaviour.

Northern Beaches Police also made a series of recommendations about where the zones should be altered, re-established or dropped.

As a result the council is looking at removing eight zones, either due to the redrawing of zone boundaries or a because of a significant drop in complaints.

Those with improved behaviour include Ocean Rd, Palm Beach; Evans St, Freshwater; Fisher Rd North, Cromer, around Glenrose Shopping Centre, Belrose and the Forestville shopping mall.

The zones can only be established for public roads and parts of public roads, such as footpaths and public carparks. They are separate from alcohol prohibited areas, which are applicable in parks, reserves and beaches.

Those areas proposed to remain alcohol-free zones included the bus stop, outside Warringah Mall at Brookvale, on Pittwater Rd.

In a letter, tabled at the council meeting in March, Northern Beaches Police commander John Duncan revealed there had been more than 40 incidents including assaults, street offences, drug detections and property damage, “many linked to alcohol” at that stop since the start of 2023.

Other proposed zones where alcohol will be banned include:

Avalon Beach: Old Barrenjoey Rd from the junction with The Crescent in the south, long to the intersection with Barrenjoey Rd in the north. Then south along Barrenjoey Rd down to The Crescent. Avalon Pde from Old Barrenjoey Rd to the east.

Church Point: From the cargo wharf in McCarrs Creek Rd to the eastern end of the Church Point carpark.

Collaroy: Pittwater Rd, between Birdwood Ave and Fielding St.

Dee Why: Pittwater Rd in the west, extending down Pacific Pde, Oaks Ave and Howard Ave to Avon Rd, bounded by Richmond Rd in the north, on the east by The Strand, extending to the Surf Life Saving Club and by Pacific Pde in the south.

Freshwater: Lawrence St, from Oliver St in the west, Ocean View Rd in the north, down to Undercliff Rd in the south, including the public carpark adjacent to Freshwater Beach and next to the Freshwater Surf Life Saving Club.

Manly: Bounded by North Steyne and South Steyne in the east, along Ashburner St, East and West Esplanade, Eustace St. West along Sydney Rd to Birkley Rd and down Raglan St to Pittwater Rd, to Steinton St in the north.

Mona Vale: The area bounded by Golf Ave at the Park&Ride carpark, down to the junction of Pittwater Rd and Vineyard St in the south, to the junction of Mona Vale Rd and Bungan St in the west and the junction of Park St to Keenan St in the north. Barrenjoey Rd from Park St to Seabeach Ave and along Seabeach Ave to Mona Vale Beach. Along Surfview Rd to Golf Ave. Darley St East, Harkeith St and Terrol Cres, adjacent to Seabeach Gardens Retirement Village.

Narrabeen: Pittwater Rd, between Ocean St to the south and the bridge over Narrabeen Lagoon to the north. Wellington St carpark.

Newport zone A: Barrenjoey Rd from The Boulevarde to Neptune Rd and Newport Beach carpark.

Newport zone b: Kalinya St. Gladstone St between Kalinya and Princes St. Queens Pde, west of Kalinya St.
