Manly parking scheme overhaul sees residential permits slashed and one permit per business
A major overhaul of Manly’s residential parking permit system has been made public with the number of permits slashed and businesses to get one permit each.

Householders can apply for a “multi-use” permit to allow visitors, tradies and carers to park near their homes as part of a proposed shake-up of Manly’s Parking Permit Scheme.
Northern Beaches Council is also planning to allow local businesses one permit each.
But under the proposed tightening of the scheme the number of residential permits would be slashed and locals would only be able to apply for two permits.
A third permit would only be allocated to a property under “extenuating circumstances” such as numerous vehicles being registered to that address and if the home had limited off-street parking.
To stop them being shared around and sold “on the black market” permits would also be linked to an address. Permit holders must also be the registered owner of the vehicle.
The council originally put a revised parking permit scheme out for public comment earlier this year, but it has amended the proposal based on community feedback.
The new plan is now on public exhibition until November 24.
In August the Manly Daily reported that Roads and Maritime Services contacted council to tell it that the current permit system breached guidelines.
A council review discovered that 11,489 permits had been issued for just 3812 spaces — more than three cars for every space.
Mayor Michael Regan said the proposed scheme clarified the number of permits residents were eligible for and simplified the visitor, tradespersons and carers permits.
“The fact is, we are working with a legacy scheme that has almost three times the number of permits to available parking spaces, that is, 3,800 on-street parking spaces available but over 11,000 parking permits,” Cr Regan said.
“Residents and businesses have asked us to work with them to find solutions and following lots of conversations and feedback we have come up with some proposed changes which we’d like the broader community to give us feedback on.
“Tightening eligibility, reducing the numbers of permits issued and linking the permits to registered vehicles will help alleviate some of the issues and also crack down on them being sold on the black market.”
Deputy mayor Candy Bingham said parking was a “passionate issue for Manly residents and this has been a very heated process”.
“As the only councillor who lives in the affected areas of Manly, I am delighted that council staff have listened to the concerns of residents and come up with what I believe will be a workable solution,” Cr Bingham said.
“Better management of the scheme with the need to link the car’s registration to the address of the homeowner, will wipe out the hundreds of ‘illegal’ permits and make street parking easier for residents.”
The draft policy also included support worker parking permits; car share parking permits and: provision for special issue parking permits for charities, schools, volunteers and not-for-profit organisations.
