An alleged ‘peeping Tom’ charged with a second set of offences against a female has the propensity to develop obsessions with multiple young women, according to a police prosecutor.

A northern beaches man accused of being a ‘peeping Tom’ has been charged with peering through a second person’s window, with a police prosecutor saying he has the propensity to develop obsessions with multiple people.

Isaac Nelson Teu, 30, who was originally living in Collaroy but is now listed as being at Wheeler Heights, appeared before Manly Local Court today charged with peep/pry, stalk/intimidate and trespass with intent to commit indictable offence on November 17 at the home of a female in Collaroy.

Police said there was alleged CCTV footage of the incident.

Yesterday Mr Teu, a real estate agent, appeared in the same court charged with five offences including peep/pry and stalk/intimidate on October 4 in relation to a 13-year-old girl at her home in Collaroy Plateau.

Mr Teu was also charged with the same two offences in relation to the same girl on November 30, as well as a further charge of trespass with intent to commit indictable offence at the same property.

Yesterday he was given bail with conditions.

However, at Manly Local Court today, police prosecutor Sgt John Sharpin opposed bail following the new charges involving a female in her 20s living at Collaroy.

He said he opposed bail because Mr Teu now appeared to be “a risk to not just one alleged victim, but multiple victims”.

“This is an individual who is finding young women … accessing their property and looking at them through windows,” Sgt Sharpin said.

He asked Magistrate Michelle Goodwin to consider that Mr Teu was an “unacceptable risk against people in the community”.

“He has the propensity to have an obsession with multiple people by that I mean more than one.”

Paul Kenny, defending Mr Teu, said there was no suggestion Mr Teu would not co-operate and attend court.

Magistrate Goodwin said his bail conditions were already stringent and that he had not breached them.

However, she tightened his bail conditions, which previously stated that he must not leave his home from 8pm to 6am without being accompanied by his wife or sister, but which now state that he must not leave his property at all between 8pm and 6am unless for medical assistance.

“There’s no suggestion he would not appear in court,” Magistrate Goodwin said.

She added that his bail conditions meant Mr Teu was effectively under house arrest.

He also has to report to Dee Why police station daily.

Magistrate Goodwin adjourned the matter to January 23, when his other charges will be heard for plea or mention.
