High rise ‘more than double’ CBD height limit

A CONTROVERSIAL 21-storey tower that would be more than twice the allowed height, proposed for construction behind a heritage listed building in the heart of Campbelltown’s CBD, has been recommended for refusal by council staff.

A CONTROVERSIAL high rise development proposal in the heart of Campbelltown’s CBD has been recommended for refusal by council staff.

The development application would see a 21-storey tower erected 20m to the rear of the state heritage listed CBC (Commercial Banking Company) building.

The proposal by Michael Brown Planning Strategies will go before the Sydney South West Planning Panel on March 19.

Under the plans, structures to the rear of the CBC building would be demolished while the historic site would be restored.

The development is proposed to house 101 residential apartments on 19 levels, two levels of commercial tenancies and four levels of basement car parking.

An assessment report, prepared for the planning panel by council staff, noted the proposed development failed to win approval from the NSW Heritage Council.

“The proposal is an overdevelopment of the site, particularly in terms of the height and

scale of the new building,” the report stated.

“The overdevelopment requires the provision of an excessive amount of car parking which requires extensive excavation to accommodate the deep basement.

“The proximity of this subsurface car park to the edge of the CBC Bank building poses a risk to the historic structure.”

In their application, the developer pointed to the recently released Glenfield to Macarthur Urban Renewal Corridor Strategy which allowed for the area to be rezoned and the development of high density housing.

But council staff argue the building’s height did not fit into current planning controls and no proposals had been put forward to change the height limit.

The maximum building height in Campbelltown’s CBD is 32m while the proposal would be 74m.

“The Glenfield to Macarthur Corridor Strategy is a strategic policy document that provides a

basis for future rezonings and planning proposals,” the report stated.

“It cannot be used as the basis to approve a building that is more than double the applicable maximum building height.”

The Sydney South West Planning Panel will meet at the Campbelltown Civic Centre at 1pm on March 19.
